Job Overview: The National Legal Officer plays a crucial role in providing legal advice and assistance to senior members of the OSCE Mission to Skopje, including the Head of Mission and Deputy Head of Mission. This position requires a deep understanding of legal, financial, and administrative matters that are essential for the lawful and effective functioning of the Mission. The officer will be responsible for drafting legal documents, reviewing contracts, and ensuring compliance with both domestic and international laws. Additionally, the role involves facilitating cooperation with local authorities and international organizations, supporting programmatic activities, and monitoring judicial and legislative reforms. The National Legal Officer must engage in legal research and analysis, contributing to the Mission's objectives and enhancing its impact on the ground.
Duties and Responsibilities:
Provide comprehensive legal advice and support on various legal issues relevant to the Mission's operations, including drafting policy proposals, legal opinions, and other necessary legal documents.
Prepare and review commercial contracts, Memoranda of Understanding (MoUs), and other legal agreements, ensuring compliance with applicable laws.
Advise on personnel matters, including international law applicability to administrative issues and disciplinary cases.
Conduct legal reviews of all projects to ensure adherence to the Common Regulatory Management System (CRMS).
Facilitate cooperation and represent the Mission in meetings with local authorities, international organizations, and NGOs.
Support the implementation of project activities and capacity-building efforts with domestic and international partners.
Monitor legal developments related to the Mission's mandate and report on identified gaps in the legal system.
Required Qualifications: Candidates must possess citizenship or permanent residence in the Republic of North Macedonia. A first-level university degree in law is required, along with a minimum of two years of professional experience practicing law at the national level. Experience in an international legal setting is considered a distinct advantage. Candidates should be computer-literate, with practical experience using Microsoft applications. Excellent written and oral communication skills in both English and local languages are essential. Demonstrated gender awareness and sensitivity, as well as the ability to work collaboratively with diverse teams, are also required. A valid driving license is necessary for this position.
Educational Background: The position requires a first-level university degree in law, which is essential for understanding the legal frameworks and obligations relevant to the OSCE Mission's operations. This educational background provides the foundational knowledge necessary for the legal analysis and advisory functions of the role.
Experience: Candidates should have a minimum of two years of professional experience in practicing law at the national level. Languages: Proficiency in English is mandatory, both written and spoken, as it is the primary language of communication within the OSCE. Additional Notes: The position is offered as a fixed-term contract at the NP1 level, with a monthly remuneration of approximately EUR 2,087.58, subject to social security deductions. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of a higher step based on specific conditions.
