Job Overview: The Senior Democratization Officer plays a crucial role within the OSCE Mission to Skopje, primarily responsible for assisting in the planning and implementation of the Democratization Unit's programmatic activities. Duties and Responsibilities: The Senior Democratization Officer will be responsible for a variety of tasks, including:
Assisting in the planning and implementation of the Democratization Unit's programmatic activities, ensuring coherence with the Mission’s mandate and strategy.
Compiling, updating, and briefing on developments in the democratization field, identifying trends, and providing resources based on best practices.
Providing relevant analysis, background papers, research, and policy advice for internal and external use in response to the identified needs of the Unit.
Drafting speeches, talking points, status reports, and various routine and ad hoc documents related to democratization.
Liaising and maintaining good relations with relevant interlocutors, including government officials, international organizations, and civil society organizations.
Supporting internal coordination mechanisms to ensure cross-dimensional cooperation and consistency in programmatic planning and implementation.
Performing other duties as assigned by the Chief of the Democratization Unit.
Required Qualifications: Candidates must possess a first-level university degree in political sciences, social sciences, international relations, public policy, law, or equivalent professional experience. Additionally, candidates should have a minimum of 6 years of relevant professional experience, demonstrating strong organizational, communication, analytical, and interpersonal skills. The position requires sound knowledge of the political environment in the host country, particularly regarding the Ohrid Framework Agreement and related social and political dynamics. Candidates must also exhibit excellent communication and networking skills, with a proven ability to build constructive relationships and coordinate cooperation with various stakeholders.
Educational Background: The educational background required for this position includes a first-level university degree in fields such as political sciences, social sciences, international relations, public policy, law, or equivalent professional experience. This educational foundation is essential for understanding the complexities of democratization and governance issues that the Senior Democratization Officer will encounter in their role.
Experience: The position requires a minimum of 6 years of relevant professional experience, particularly in areas related to public administration, international organizations, civic associations, political affairs, or economic and political development. Candidates should have extensive work experience in the field of democratization, with a track record in social cohesion, community rights, education, democratic institutions, and good governance. This experience is critical for effectively contributing to the OSCE's mission and objectives.
Languages: Professional fluency in the English language, both oral and written, is mandatory for this position. Additionally, knowledge of at least one of the local languages or the most common lingua franca spoken in the mission area is desirable, as it can enhance communication and collaboration with local stakeholders.
Additional Notes: This position is classified as an international secondment, with a contract type of fixed-term and a job level of Senior Professional. The OSCE Mission to Skopje is seeking candidates for a full-time role, with the target start date as soon as possible.
