Established to support host authorities in fulfilling OSCE commitments, the mission focuses on various critical areas including social cohesion, fundamental rights, gender equality, rule of law, good governance, integrity, anti-corruption, criminal justice, and police reform. The mission is actively involved in the Extra Budgetary project aimed at enhancing the administration of justice in corruption and organized crime cases in North Macedonia, which is set to conclude on December 31, 202

Job Overview:
The Project Monitoring Officer will play a crucial role in the OSCE Mission to Skopje, particularly in the context of monitoring and analyzing corruption and organized crime cases. This position requires a proactive approach to ensure compliance with legal frameworks and best practices throughout the judicial process. The incumbent will work closely with the Project Officer and the Head of the Human Dimension Department to oversee the project’s objectives, which include conducting thorough analyses of cases from the indictment phase to completion. The role demands a strong understanding of the local judicial landscape and the ability to engage with various stakeholders to promote awareness and facilitate discussions on key recommendations. The Project Monitoring Officer will also be responsible for drafting comprehensive reports that reflect the project's progress and outcomes, thereby contributing to the overall mission of enhancing justice administration in North Macedonia.

Duties and Responsibilities:
The duties and responsibilities of the Project Monitoring Officer include:
  • Monitoring corruption and organized crime cases throughout their judicial process.
  • Reviewing and analyzing relevant data to draft reports that assess compliance with legal standards and best practices.
  • Monitoring the performance of judicial and investigative institutions involved in handling corruption and organized crime cases.
  • Conducting media analyses and organizing consultations and forums to disseminate recommendations to stakeholders.
  • Assisting the Project Officer in preparing and conducting interviews with selected stakeholders.
  • Supporting the design and organization of peer learning events to enhance knowledge sharing.
  • Performing preliminary analyses of data collected from case monitoring and stakeholder interviews.
  • Drafting quarterly implementation reports and contributing to inception, mid-term, and final reports.
  • Executing other duties as required for effective project implementation.

Required Qualifications:
Candidates must possess citizenship or permanent residency in the Republic of North Macedonia. A first-level university degree in law is mandatory, along with a minimum of two years of practical courtroom experience. Proven experience in drafting legal analytical reports is essential, as is familiarity with international fair trial and human rights standards, as well as anti-corruption conventions. Candidates should have a solid understanding of international standards and OSCE commitments related to rule of law reforms, as well as knowledge of the domestic political landscape and local judicial structures concerning corruption and organized crime. Excellent written and spoken communication skills in both English and local languages are required, alongside proficiency in Microsoft applications. The ability to work effectively with diverse groups and a demonstrated commitment to gender awareness and sensitivity are also crucial.

Educational Background:
The educational background required for this position includes a first-level university degree in law. This foundational education is critical for understanding the legal frameworks and principles that govern the monitoring of corruption and organized crime cases. Candidates should have a comprehensive grasp of legal concepts and the ability to apply this knowledge in practical settings.

Experience:
The position requires a minimum of two years of practical courtroom experience. This experience should encompass direct involvement in legal proceedings, providing the candidate with a robust understanding of the judicial process and the complexities involved in handling corruption and organized crime cases. Familiarity with the local judicial system and its operations is highly advantageous.

Languages:
Proficiency in English is mandatory, as well as fluency in local languages. Strong communication skills in both languages are essential for effective reporting and stakeholder engagement. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The position is a full-time contracted role under a local contract with a fixed-term status. The monthly remuneration is approximately EUR 2,087.58, subject to social security deductions. Employees will also benefit from participation in Cigna medical insurance and the OSCE Provident Fund.
