Job Overview:
The Senior Finance Associate position is a critical role within the IOM Washington DC global office, responsible for overseeing financial management and ensuring compliance with IOM's financial policies and procedures. The incumbent will work under the supervision of the Senior Resources Management Officer and will coordinate closely with various stakeholders, including project managers and finance staff across IOM's sub-offices. The role involves supervising finance staff, preparing budgets, financial reports, and analyses, and ensuring adherence to International Public Sector Accounting Standards (IPSAS) and IOM Financial Management Rules and Procedures (FMRP). The Senior Finance Associate will also provide technical guidance to managers and staff, review financial data for anomalies, and support informed decision-making through regular financial reporting.

Duties and Responsibilities:
The duties and responsibilities of the Senior Finance Associate include supervising the Finance Unit's workflow to ensure timely and accurate delivery of financial services, reviewing and processing financial transactions, preparing monthly accounts, coordinating treasury transactions, and assisting in the preparation of annual budgets. The incumbent will also support project managers in financial management throughout the project lifecycle, review financial reports from implementing partners, and provide technical guidance on budgetary management and compliance. Additionally, the Senior Finance Associate will participate in audits, manage payment cards, and liaise with headquarters and external counterparts on financial matters.

Required Qualifications:
Candidates must possess a Bachelor's degree in Business Administration, Accounting, Finance, or a related field, along with five years of relevant professional experience. Alternatively, a High School diploma with seven years of relevant experience is acceptable. The ideal candidate should have prior work experience with international humanitarian organizations and be proficient in Oracle. Strong skills in Microsoft Office applications, attention to detail, and the ability to organize paperwork methodically are essential. The candidate should also demonstrate sound judgment, excellent communication skills, and the ability to supervise staff effectively.

Educational Background:
A Bachelor's degree in Business Administration, Accounting, Finance, or a related field is required for this position. Candidates with a High School diploma must have additional relevant experience to qualify. The educational background should provide a solid foundation in financial principles and practices, enabling the candidate to perform the duties of the Senior Finance Associate effectively.

Experience:
The position requires a minimum of five years of relevant professional experience in finance or accounting, particularly within international humanitarian organizations or government institutions. Experience in training and coordinating teams is also advantageous, as is familiarity with Oracle financial systems. The candidate should have a proven track record of managing financial operations in a multi-cultural setting, demonstrating the ability to work collaboratively with diverse teams.

Languages:
Fluency in English, both oral and written, is mandatory for this position. While not required, working knowledge of additional languages is considered desirable and may enhance the candidate's profile.

Additional Notes:
The contract type for this position is Special Short Term, with an initial duration of six months. The position is classified at Grade G7, Step 1, with a monthly salary of USD 7482.2
