Job Overview:
The Finance Associate position is a critical role within the IOM, responsible for assisting in the management of financial resources and ensuring compliance with IOM's financial regulations. The incumbent will work under the overall supervision of the National Resource Management Officer and the direct supervision of the Senior Finance Associate. This role involves close coordination with finance and administrative staff at the IOM Washington DC global office and its sub-offices, as well as collaboration with relevant units at Headquarters and Administrative Centres. The Finance Associate will be tasked with monitoring and controlling financial assets, reserves, and funds, ensuring that all financial transactions are accurately recorded and reported. The position requires a strong attention to detail and the ability to work effectively in a multi-cultural environment, as well as the capacity to provide guidance and support to project managers and staff regarding financial management and compliance with donor agreements.

Duties and Responsibilities:
The Finance Associate will have a comprehensive set of duties and responsibilities, including but not limited to: managing financial resources by monitoring and controlling assets, reserves, and funds; extracting and inputting data into financial systems; reviewing and processing invoices; performing quality assurance on project line items; ensuring proper allocation of expenses; reviewing vendor payments; assisting staff with travel and expense claims; processing accounting transactions in the IOM accounting system (WAVE); reconciling invoices; providing guidance on accounting and treasury payments; managing financial aspects of locally implemented projects; preparing financial reports; reviewing and updating financial information for project proposals; performing financial analyses; monitoring vendor accounts; generating bank reports; conducting regular bank reconciliations; assisting with period-end activities; and implementing IOM Financial Management Rules and Procedures. The Finance Associate will also be expected to perform other related duties as required.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Business Administration, Accounting, Finance, or a related field, along with three years of relevant professional experience. Alternatively, a High School diploma with five years of relevant experience is acceptable. The ideal candidate will have prior work experience with international humanitarian organizations or government institutions in a multi-cultural setting, and experience with SAP is considered a distinct advantage. Proficiency in Microsoft Office applications is essential, along with strong organizational skills and attention to detail. The candidate should demonstrate discretion, client orientation, and a willingness to learn new skills.

Educational Background:
The educational background required for the Finance Associate position includes a Bachelor’s degree in Business Administration, Accounting, Finance, or a related field. Candidates with a High School diploma may also be considered if they have five years of relevant experience. This educational foundation is crucial for understanding financial principles and practices, as well as for effectively managing financial resources within the organization.

Experience:
The position requires candidates to have prior work experience, ideally with international humanitarian organizations or government institutions. Experience in a multi-cultural setting is advantageous, as it prepares candidates to navigate the diverse environments in which IOM operates. Additionally, familiarity with SAP software is a distinct advantage, as it is commonly used in financial management within the organization.

Languages:
Fluency in English, both oral and written, is mandatory for this position. While not required, working knowledge of other languages is desirable and can enhance communication within the diverse teams at IOM.

Additional Notes:
This position is classified as a Special Short Term contract with an initial duration of six months. The salary for this role is set at G5, Step 1, amounting to USD 5,508.33 monthly. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. It is important to note that National Professional Officers must be nationals of the country of their employment. The appointment is subject to certification of medical fitness, verification of residency, and necessary government authorizations.
