Job Overview:
The Director of Noncommunicable Diseases and Mental Health will lead the Department within the Division of Health Promotion, Disease Prevention and Care (PPC) at WHO. This role involves advancing health for all by integrating promotion, prevention, and care across health and disease areas. The Director will provide scientific, technical, and policy expertise to Member States and stakeholders, ensuring the development and implementation of effective national and global policies and programs. The position requires strategic leadership to foster collaboration across departments and divisions, ensuring that the Department's objectives align with WHO's overall mission. The Director will also oversee the establishment of evidence-based policies and guidelines, monitor the Department's performance, and represent WHO in global forums to reinforce leadership in addressing noncommunicable diseases (NCDs) and mental health issues.

Duties and Responsibilities:
The Director will be responsible for articulating a clear departmental vision aligned with WHO's organizational strategy. Key duties include leading the Department in providing technical expertise to Member States, managing a diverse workforce, and ensuring effective resource mobilization. The Director will oversee global surveillance and monitoring of NCDs and mental health, develop WHO guidelines, and strengthen country capacities to integrate these services into health systems. Additionally, the Director will guide the development of national action plans, collaborate with various stakeholders, and drive research and innovation in the field. The role also involves building partnerships with external organizations and ensuring that the Department's work is informed by scientific advances and equitable access to interventions.

Required Qualifications:
Candidates must possess an advanced university degree in medicine, science, global health, epidemiology, public health, health economy, or related fields. Specialized training in noncommunicable diseases and mental health is essential. A PhD in a relevant field is desirable. Candidates should have a minimum of 15 years of professional experience in managing NCDs and mental health, with senior-level experience advising decision-makers and guiding strategic direction. Proven leadership skills in managing multidisciplinary teams and financial resources are required, along with a strong background in analyzing scientific evidence to inform policies and strategies.

Educational Background:
An advanced level university degree in relevant fields such as medicine, science, global health, epidemiology, public health, or health economy is essential. Specialized training in noncommunicable diseases and mental health is also required. A PhD in one of these fields is considered an asset.

Experience:
Candidates should have at least 15 years of professional experience in the management of noncommunicable diseases and mental health. This includes senior-level experience advising decision-makers, leading diverse teams, and managing financial resources. Extensive international experience collaborating with governments, UN agencies, NGOs, and the private sector is crucial, as well as a demonstrated ability to design and implement community-based interventions to reduce the burden of NCDs and improve mental health outcomes.

Languages:
Expert knowledge of English is essential for this position. Intermediate knowledge of French and another UN language is desirable, as it would enhance communication and collaboration with diverse stakeholders.

The position offers a competitive salary starting at USD 128,422, with additional benefits including a variable post adjustment, annual leave, allowances for dependent family members, home leave, and an education grant for dependent children. The role is subject to WHO Staff Regulations and may involve geographical mobility.
