Job Overview:
The Senior Digital Specialist in Service Architecture and Design will play a pivotal role in the World Bank’s Digital Public Infrastructure & Services Department. This position focuses on providing strategic leadership and innovation in digital government and service delivery. The specialist will be responsible for advising client countries on the design and implementation of digital services blueprints and roadmaps, ensuring that these services are user-driven and integrated. The role requires a deep understanding of digital public infrastructure and the ability to foster partnerships across various sectors to enhance service delivery. The specialist will also be tasked with architecting digital services that align with national priorities and existing infrastructures, ensuring that they are designed to meet the needs of citizens effectively. This position is critical in driving the World Bank's mission to enable digital economies and societies, focusing on creating scalable impacts through innovative digital solutions.

Duties and Responsibilities:
The Senior Digital Specialist will be responsible for a wide range of duties, including:
  • Providing technical assistance to client countries in designing and implementing digital government and service delivery strategies.
  • Advising on the development of digital public services strategies, including policy and institutional design.
  • Supporting the creation of a unified Digital Government Reference Architecture that enhances service delivery.
  • Guiding clients on the implementation of secure interoperability layers and semantic data standards.
  • Acting as a liaison between legislative mandates and technical execution to ensure compliance and streamline workflows.
  • Architecting cloud infrastructures that meet national security" style="border-bottom: 1px dotted #007bff !important;">security and privacy requirements.
  • Managing the service lifecycle using Agile methodologies and ensuring continuous service improvement.
  • Collaborating with private sector partners to prototype and test digital service products.
  • Advising on the design of Service Design & Products Labs to foster innovation in public services. 1
  • Supporting clients in selecting appropriate technology stacks and platforms for digital service delivery.

Required Qualifications:
Candidates must possess a Master’s degree in service architecture and design, computer science, data engineering, data architecture, information systems, or a related technical field. Additionally, a minimum of 8 years of experience in digital government, digital public infrastructure, service architecture, or large-scale public-sector digital transformation roles is required. The ideal candidate should have a proven track record of designing large-scale government service systems and translating policy objectives into feasible digital solutions. Strong expertise in service and solution architecture, human-centered design, and scalable digital service delivery models is essential. Hands-on experience with digital government architecture, APIs, microservices, and mobile application development is also necessary.

Educational Background:
A Master’s degree in a relevant field such as service architecture and design, computer science, data engineering, data architecture, or information systems is required for this position. This educational background is crucial for understanding the complexities of digital service delivery and the technical aspects of service architecture.

Experience:
The position requires a minimum of 8 years of relevant experience in digital government, digital public infrastructure, or service architecture. Candidates should have experience in large-scale public-sector digital transformation roles and should have designed at least one large-scale government service system with high performance requirements. Proven ability to frame problems early in client engagements and translate policy objectives into actionable digital solutions is essential.

Languages:
The mandatory language for this position is English. Proficiency in additional languages is preferred but not required, as the primary working language will be English.
