Job Overview:
The Program Officer, Instructional Design position at the IRC is a vital role within the Learning and Instructional Design team. This position is primarily focused on supporting the Framework program, which is a training and technical assistance initiative funded by the Department of Justice Office of Victims of Crime. The goal of Framework is to enhance the nationwide capacity to combat labor trafficking in the United States. The Program Officer will be responsible for conducting learning needs assessments, establishing learning objectives, and designing and developing various learning content. This includes creating eLearning modules, job aids, and multimedia learning tools that are aligned with best practices in adult learning and pedagogy. The role also emphasizes the importance of trauma-informed practices and universal accessibility in all training resources. The Program Officer will work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Framework and subject matter experts to ensure that all training materials are effective and meet the needs of the target audience. Additionally, the position may involve supporting other learning initiatives within the IRC, contributing to newsletters, and facilitating training sessions as required.

Duties and Responsibilities:
The duties and responsibilities of the Program Officer, Instructional Design include:
  • Collaborating with the Deputy Director of Framework and subject matter experts to conduct comprehensive learning needs assessments.
  • Establishing clear learning objectives that align with the goals of the Framework program.
  • Designing and developing engaging learning content, including eLearning modules, job aids, and multimedia tools.
  • Ensuring that all training and learning resources are developed and delivered on schedule, adhering to best practices in adult learning.
  • Implementing trauma-informed practices and ensuring universal accessibility in all training materials.
  • Organizing and storing training resources in the Learning Management System for easy access.
  • Evaluating the effectiveness of training programs and making necessary adjustments to improve understanding and retention of information.
  • Reviewing drafted materials and providing support to Framework staff in enhancing products through standardization.
  • Contributing content to newsletters and other communications targeted at various audiences. 1
  • Supporting the Framework Learning Collaborative and facilitating training sessions as needed. 1
  • Assisting with other IRC learning initiatives as required.

Required Qualifications:
To qualify for the Program Officer, Instructional Design position, candidates must possess the following qualifications:
  • A Bachelor’s Degree in instructional design, education, or a related field, or equivalent work experience and/or certification.
  • A graduate degree is highly desired.
  • A minimum of four years of experience in developing and implementing training, technical assistance, capacity-building, or educational programs.
  • Proven experience in creating innovative virtual multimedia training, including webinars and online courses.
  • A strong understanding of instructional design principles, particularly adult learning theory.
  • Instructional Design certification is preferred.
  • Experience in program monitoring and evaluation, including data collection, management, and reporting.
  • Extensive experience with Learning Management Systems (LMS).
  • Proficiency in webinar software and eLearning content creation tools, as well as audio/video editing software and the MS Office suite. 1
  • Excellent writing, editing, and presentation skills. 1
  • Ability to work independently and meet strict deadlines in a fast-paced environment. 1
  • Strong problem-solving skills and a creative approach to challenges. 1
  • Experience in engaging with subject matter experts and building collaborative training programs. 1
  • Exceptional interpersonal and communication skills, with the ability to liaise effectively in a multicultural environment. 1
  • Familiarity with anti-trafficking programming is a plus.

Educational Background:
Candidates for the Program Officer, Instructional Design position should have a Bachelor’s Degree in instructional design, education, or a relevant field. A graduate degree is highly preferred, as it demonstrates advanced knowledge and expertise in the field. Additionally, candidates should have relevant certifications in instructional design or related areas, which can further validate their qualifications for this role.

Experience:
The position requires a minimum of four years of experience in developing and implementing training programs, technical assistance, or capacity-building initiatives. Candidates should have a proven track record of creating innovative virtual multimedia training solutions, such as webinars and online courses. Experience in instructional design, particularly with a focus on adult learning principles, is essential. Familiarity with Learning Management Systems and program evaluation processes is also important for this role.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the IRC and with clients. Additional languages spoken by IRC staff and clients are considered a plus, as they can enhance communication and understanding in diverse environments.

Additional Notes:
The Program Officer, Instructional Design position may require remote work, either full-time or part-time. Part-time remote employees may need to share workspace. The compensation for this role ranges from $70,000 to $80,000, depending on various factors such as the labor market, job type, internal equity, and budget considerations. The exact offer will be calibrated based on the candidate's work location, experience, and skills relative to the defined job requirements.
