Job Overview: The position of National Consultant for GBV Administrative Data Management Solutions is crucial in addressing the pervasive issue of gender-based violence (GBV) in Bangladesh. The consultant will work closely with both international consultants and the UNFPA Gender team to develop and implement tailored GBV administrative data management solutions for the Ministry of Women and Children Affairs (MoWCA) and the Bangladesh Police. This role involves creating a robust data management system that ensures safe, ethical, and effective data practices, ultimately improving the response to GBV cases. The consultant will be responsible for stakeholder coordination, providing technical support during implementation, and monitoring system performance, all while ensuring that the data management strategies are survivor-centered and aligned with international best practices.
Duties and Responsibilities: The National Consultant will have a comprehensive set of responsibilities, including:
Conducting assessments and developing strategies by reviewing existing national tools and guidelines, facilitating stakeholder consultations, and preparing assessment reports.
Collaborating with the international consultant to develop a conceptual framework and strategic plan for harmonizing data sets and establishing survivor-centered data-sharing protocols across various sectors.
Implementing the system architecture for the administrative data management system, ensuring alignment with international best practices.
Providing guidance and oversight to software developers to ensure the system meets the established standards and ethical considerations.
Developing training materials and conducting capacity-building sessions for ministerial staff on data ethics and GBV-related indicators.
Monitoring the implementation of data governance mechanisms and ensuring effective inter-ministerial collaboration.
Required Qualifications: Candidates must possess a Bachelor’s degree in Development Studies, Public Health, Statistics, Anthropology, Data Management, or any related social science field. Certification in research methodology and data management is considered an asset. Additionally, candidates should have at least two years of experience in implementing GBV Information Management or GBV Programming, with proven experience in GBVIMS and administrative data management. Excellent analytical, written, and verbal communication skills in English are essential, along with a demonstrated track record in preparing and reviewing documents and reports related to GBV in emergency contexts.
Educational Background: The educational background required for this position includes a Bachelor’s degree in relevant fields such as Development Studies, Public Health, Statistics, Anthropology, Data Management, or other social sciences. Additional certifications in research methodology and data management are advantageous and will enhance a candidate's profile.
Experience: The position requires a minimum of two years of relevant experience in GBV Information Management or GBV Programming, particularly in nexus settings. Candidates should have first-hand experience with GBVIMS and administrative data management, showcasing their ability to handle complex data systems and contribute to effective GBV programming.
Languages: Proficiency in English is mandatory, with excellent analytical, written, and verbal communication skills. While English is the primary language required, knowledge of Bengali or other local languages may be considered beneficial for effective communication within the local context.

The work will be conducted in a hybrid modality, requiring both remote work and presence at the UNFPA Dhaka Office. The consultant will be compensated monthly, subject to the submission of a timesheet, and all deliverables must be provided in electronic format.
