Job Overview:
The Head of Sub Office will play a crucial role in the management and administration of the IOM Sub Office in Kassala. This position requires a strong leader who can support the Chief of Mission (CoM) in overseeing various operational functions, including human resources, administration, finance, and supply chain management. The Head of Sub Office will also be responsible for coordinating the implementation of IOM's programming in accordance with established policies and standards. This role involves engaging with government authorities, international organizations, and NGOs to strengthen partnerships and enhance the effectiveness of migration management initiatives. The successful candidate will ensure compliance with safety and security" style="border-bottom: 1px dotted #007bff !important;">security protocols and provide regular updates on program implementation and challenges to the CoM.

Duties and Responsibilities:
  • Support the CoM in managing the operational, human resources, administrative, financial, and supply chain functions of the Sub Office.
  • Contribute to the recruitment, training, and capacity building of Sub Office staff and third-party contractors.
  • Participate in meetings with government authorities, international organizations, and NGOs to foster collaboration.
  • Maintain and strengthen relationships with stakeholders in migration management.
  • Provide technical inputs for the design and development of new projects.
  • Ensure adherence to safety and security procedures for staff and assets.
  • Implement and report on all program activities in line with IOM standards.
  • Assess operational challenges and provide technical support for program implementation.

  • Perform additional duties as assigned by the CoM.

Required Qualifications:
Candidates must possess a Master's degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Management, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Educational Background:
A Master's degree in relevant fields is preferred, but a Bachelor's degree with substantial experience is also acceptable. The educational background should be from recognized and accredited institutions, ensuring that candidates have a solid foundation in the principles and practices related to migration management and humanitarian affairs.

Experience:
Candidates should have experience in managing humanitarian operations, particularly in complex and post-conflict emergencies. They should also have a proven track record of liaising with government authorities, donors, and multi-stakeholder environments. Experience in project development, reporting, and program implementation, monitoring, and evaluation is essential. Familiarity with the regional context and challenges in migration management is highly desirable.

Languages:
Fluency in English and Arabic is required for this position, both oral and written. Proficiency in additional languages such as French or Spanish is considered an asset, as IOM's official languages include these. Language proficiency will be evaluated during the selection process, which may involve written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar roles in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for 24 months. National Professional Officers must be nationals of the country of employment. The appointment is contingent upon medical fitness certification and necessary government authorizations.
