Job Overview: The Project Specialist position is crucial for the successful implementation of the National Policy for Sustainable Innovation 2030 in Egypt. This role requires a strong technical leader who will provide guidance in design, research, innovation, and ecosystem development. The Specialist will work closely with the Ministry of Higher Education and Scientific Research (MoHESR) and other stakeholders to co-create solutions, coordinate technical workstreams, oversee research initiatives, and strengthen partnerships. The Specialist will also be responsible for integrating behavioral insights into initiatives, managing knowledge dissemination, and fostering collaboration among various stakeholders.
Duties and Responsibilities: The Project Specialist will lead the application of systems thinking and strategic innovation to guide the co-creation and implementation of solutions across all project outputs. Responsibilities include providing strategic and technical guidance to MoHESR, overseeing the commercialization of technologies, coordinating the development of programs and policy instruments, and managing multi-stakeholder engagement. The Specialist will also lead qualitative and mixed-methods research initiatives, translate research findings into actionable recommendations, and ensure high-quality project documentation. Additionally, the role involves developing and maintaining strategic partnerships, facilitating networks for joint research and innovation programs, and organizing events to enhance the visibility of MoHESR at the global level. The Specialist will ensure the strategic management of the project, providing technical, financial, and administrative support, and supervising project staff and consultants.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in Public Policy, Social Sciences, Strategic Design, Innovation Management, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the above fields, combined with an additional two years of qualifying experience, will be considered. The role requires a minimum of 5 years of relevant work experience with a master's degree or 7 years with a bachelor's degree in innovation, strategic design, R&D, or entrepreneurship ecosystem development. Required skills include experience in strategic design, innovation programs, stakeholder mapping, and establishing partnerships with various sectors. Candidates should also have experience in coordinating multi-stakeholder teams and liaising with external project partners.
Educational Background: The educational background required for this position includes an advanced university degree (master's degree or equivalent) in fields such as Public Policy, Social Sciences, Strategic Design, Innovation Management, or related disciplines. A first-level university degree (bachelor’s degree) in these fields, along with additional qualifying experience, will also be considered. This educational foundation is essential for understanding the complexities of innovation ecosystems and for effectively contributing to the project’s objectives.
Experience: The position requires a minimum of 5 years of relevant work experience for candidates with a master's degree, or 7 years for those with a bachelor's degree. This experience should be in areas such as innovation, strategic design, research and development, or entrepreneurship ecosystem development. Candidates should demonstrate a proven track record in managing projects, engaging stakeholders, and developing partnerships that drive innovation and economic growth.
Languages: Fluency in English and Arabic is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, partners, and team members, as well as for the dissemination of research findings and project documentation. Additional language skills may be considered an asset but are not mandatory.
