Job Overview:
The Human Resources Coordinator will play a pivotal role in the Country Office in Cairo, overseeing the coordination of HR functions in alignment with IOM's policies and operational activities. This position requires a proactive approach to managing HR processes, ensuring compliance with organizational regulations, and implementing effective administrative procedures. The successful candidate will be responsible for monitoring HR management functions, verifying processes for conformity with IOM policies, and assisting in the evaluation and planning of staffing needs. The role also involves facilitating recruitment processes, managing performance systems, and providing guidance on HR matters to staff, thereby fostering a respectful and inclusive workplace culture.

Duties and Responsibilities:
The Human Resources Coordinator will be tasked with a variety of responsibilities including: coordinating and monitoring HR functions in accordance with IOM policies; verifying HR processes for compliance; assisting in the implementation of administrative procedures and internal controls; participating in staffing evaluations and recruitment processes; overseeing the administration of the HR system; facilitating performance management implementation; analyzing staff training needs; providing explanations on HR matters to staff; coordinating report preparation on personnel administration; promoting a respectful working environment; guiding and supervising HR Unit staff; and performing other related duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in human resources, Business Administration, Psychology, or a related field, with at least two years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. Proficiency in Microsoft Office applications and a high level of computer literacy, particularly with HR IT systems, are essential. Familiarity with the UN common system or similar frameworks is advantageous, as is prior experience with international humanitarian organizations or government institutions in a multicultural setting.

Educational Background:
The educational requirements for this position include a Bachelor’s degree in a relevant field such as human resources, Business Administration, or Psychology. A Master’s degree in these areas is also acceptable. Candidates must have graduated from accredited universities recognized in the UNESCO World Higher Education Database, ensuring that their educational background meets international standards.

Experience:
The ideal candidate should have a minimum of two years of relevant professional experience in human resources management. Experience in preparing training modules and conducting training sessions is preferred. Familiarity with HR information systems, particularly ORACLE or SAP, is considered an advantage. Candidates should also demonstrate a high level of computer literacy and proficiency in Microsoft Office applications, particularly Excel, to effectively manage HR data and reporting.

Languages:
Fluency in English and Arabic is mandatory for this position, both oral and written. Knowledge of additional languages such as French or Spanish, which are IOM's official languages, is considered a valuable asset and may enhance the candidate's profile.

Additional Notes:
This position is subject to funding confirmation and may be used to staff similar roles in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. National Professional Officers must be nationals of the country of employment and are expected to perform at a professional level, adhering to the same recruitment qualifications and performance standards as International Professional staff. The appointment will also be contingent upon medical fitness certification, residency verification, and necessary government authorizations.
