Job Overview: The M&E Assistant will play a crucial role in supporting the Climate Change and Migration Data (CCMD) Project at IOM Egypt. This position involves working under the direct supervision of the National Monitoring & Evaluation Officer and the overall supervision of the Head of the Programme Support Unit. The successful candidate will be responsible for implementing the CCMD Programme’s Monitoring, Evaluation, Accountability, and Learning (MEAL) Plan at the mission level. This includes integrating MEAL processes into all project components, ensuring systematic planning, high-quality data collection, validation, analysis, reporting, and program-wide learning. The role requires close collaboration with project teams, CCMD focal points, and the CCMD MEAL and Reporting Officer at the coordination level. The CCMD Programme, funded by the Ministry of Foreign Affairs of Denmark, aims to address the interconnected challenges of climate change, environmental degradation, and human mobility in Egypt. The project focuses on empowering vulnerable communities to cope with climate change and protect migrants’ rights, enhancing their resilience against environmental changes.
Duties and Responsibilities: The M&E Assistant will have a comprehensive set of duties and responsibilities, including: assisting in the coordination of qualitative and quantitative data collection processes such as household surveys, focus group discussions (FGD), and exit interviews; strengthening the capacity of enumerators in data collection; supporting the development of M&E plans and logical frameworks; creating monitoring and tracking systems that enhance project output monitoring; drafting summary reports that fulfill internal and external reporting requirements; verifying the quality of data collected; organizing training for project staff on MEAL basics; conducting regular field visits to project sites; providing technical assistance for Humanitarian Accountability tools; and performing other duties as assigned.
Required Qualifications: Candidates must possess a Bachelor’s degree in Development, Management, Political Science, Law, Social Sciences, or a related field from an accredited institution, along with three years of relevant professional experience. Alternatively, a secondary school certificate with five years of relevant experience is acceptable. Candidates should have experience working with vulnerable groups such as migrants and refugees, and prior work experience with international humanitarian organizations is advantageous. Knowledge of data collection and reporting tools is essential, as is operational experience in monitoring and evaluation.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as Development, Management, Political Science, Law, or Social Sciences from an accredited academic institution. Alternatively, candidates with a secondary school certificate and five years of relevant professional experience will also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized institutions.
Experience: The position requires candidates to have experience working with migrants, refugees, and other vulnerable groups. Prior work experience with international humanitarian organizations, non-governmental organizations, or government institutions in a multicultural setting is highly advantageous. Operational and field experience in data collection and monitoring and evaluation is essential, as well as knowledge of case management and reporting tools. Experience in Assisted Voluntary Return and Reintegration (AVRR) or Humanitarian Repatriation (HRAP) is also beneficial.
Languages: Fluency in English and Arabic is required, both oral and written. A working knowledge of French is advantageous, as IOM's official languages include English, French, and Spanish. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
