Job Overview: The Senior Advisor position is crucial for the effective implementation and follow-up of regional initiatives and the strategic plan within the Telecommunication Development Bureau (BDT). The incumbent will report to the Regional Director and will coordinate with other professional and General Service staff. This role involves managing the full life cycle of assigned regional initiatives and operational plan activities, including establishing partnerships and mobilizing resources to promote engagement from both private and public sector stakeholders. The Senior Advisor will develop comprehensive proposals to secure future prospects for ITU, focusing on access, use, innovation, and skills development in telecommunications/ICTs across Arab States. The position requires the development of project documents that define clear goals, deliverables, KPIs, and timelines, as well as the implementation, monitoring, evaluation, and impact assessment of regional projects. The role also includes strengthening ITU's position within the UN Sustainable Development Group and ensuring alignment with national development plans.
Duties and Responsibilities: The incumbent will successfully manage the full life cycle of assigned regional initiatives and operational plan activities, including the pursuit of prospects. Responsibilities include initiating, establishing, and coordinating partnerships and joint resource mobilization efforts to promote engagement from stakeholders in ITU activities. The Senior Advisor will develop comprehensive proposals and secure future prospects for ITU, focusing on the development and deployment of telecommunications/ICTs in Arab States. The role involves developing project and risk management frameworks, driving the implementation and monitoring of regional projects, and ensuring compliance with internal procedures. The incumbent will also identify partnership opportunities for activities targeting areas of interest to ITU Member States, participate in the UN Sustainable Development Cooperation Framework, and coordinate ITU activities at the country level. Additionally, the Senior Advisor will support the Regional Director in coordinating activities between headquarters and regional offices, manage knowledge management and capacity development activities, and improve internal collaboration and organization.
Required Qualifications: Candidates must possess an advanced university degree in telecommunications engineering or a related field, such as electrical/electronic engineering, social sciences, international relations, development studies, public administration, or business administration. Alternatively, education from a reputable college with a diploma equivalent to an advanced university degree in one of the technical fields may be accepted. For internal candidates, a first university degree in one of the specified fields combined with fifteen years of qualifying experience may be accepted in lieu of an advanced degree for promotion or rotation purposes.
Educational Background: An advanced university degree in telecommunications engineering or a related field is required. Candidates with education from a reputed college of advanced education with a diploma equivalent to that of an advanced university degree in relevant technical fields may also be considered. For internal candidates, a first university degree in the relevant fields combined with extensive experience may suffice for promotion or rotation purposes.
Experience: Candidates should have at least ten years of progressively responsible experience in telecommunications/ICT administration or organizations, preferably within an international or regional organization, or a recognized private agency. This experience should include at least five years at the international level. A doctorate in a related field may substitute for three years of work experience.
Languages: Candidates must have advanced knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) and intermediate knowledge of a second official language. Knowledge of a third official language is considered an advantage. There may be a relaxation of language requirements for candidates from developing countries who possess thorough knowledge of one official language.
Additional Notes: The position is a fixed-term contract for a duration of 2 years with the possibility of renewal. It is open to external candidates and offers a total annual salary starting from $101,540, plus a post adjustment of $30,56
