Job Overview: The Program Officer for Roving Direct Services plays a crucial role in overseeing the implementation and quality of services provided to refugees during their early resettlement period. This position is part of the headquarters Resettlement Team, which supports local IRC offices by offering technical assistance, training, and monitoring to ensure high-quality programs. The officer will be involved in the Preferred Communities (PC) Intensive Case Management (ICM) Program, which is funded by the Office of Refugee Resettlement (ORR) and aims to provide tailored case management to the most vulnerable refugees. The role requires significant travel, up to 50% of the time, to various IRC resettlement sites to deliver a range of strengths-based, client-centered case management services. The officer will support the quality of services, including training, monitoring, and reporting, and will report directly to the Senior Program Officer for Roving Direct Services in the Resettlement, Asylum, and Integration Department in the U.S.
Duties and Responsibilities: The major responsibilities of the Program Officer include supporting the overall management and implementation of the HQ Preferred Communities Roving Direct Services team to assist all local IRC sites. This involves conducting needs assessments at each site to identify the office’s needs, creating a plan of action, and determining necessary resources. The officer will provide on-the-ground and/or virtual Intensive Case Management, Supplemental Case Management, and ORR Initial Resettlement Services programming to clients in collaboration with local site staff. Responsibilities also include assisting local staff in determining client eligibility for enrollment, conducting intake assessments, developing individualized SMART self-sufficiency plans, evaluating client progress through regular assessments, and helping clients navigate healthcare and social service systems. The officer may mentor and supervise local staff as needed, maintain accurate records in electronic case files, ensure confidentiality, and provide tailored support for complex cases. Additionally, the officer will manage and supervise interns, complete post-RDS reporting, develop data tracking tools, assist in training material development, and support local offices in preparation for monitoring activities.
Required Qualifications: The position requires a Bachelor’s degree or equivalent work experience. Candidates should have a minimum of two years of progressive non-profit experience, preferably with experience in the IRC’s Preferred Communities Intensive Case Management Program. Previous experience supervising case managers is strongly preferred. Candidates must demonstrate in-depth knowledge of US Refugee Resettlement Programs and possess excellent verbal and written communication skills. Strong organizational and time-management skills, analytic problem-solving abilities, and the capacity to work independently and within a dynamic, cross-functional global team structure are essential. Proficiency in Microsoft Office suite is required, along with the ability to manage others and navigate change positively.
