Job Overview: The Director of the UN Network on Migration Secretariat will oversee all aspects of the Network's work, ensuring strategic coherence and alignment with UN system-wide priorities. This role involves providing authoritative policy advice to senior leadership and Network entities on the implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM). The Director will identify opportunities to advance GCM implementation through various initiatives, including events, consultations, and partnerships. Additionally, the Director will lead the Network's Executive Committee, ensuring effective functioning and monitoring of decisions. The position requires strong leadership skills to manage a diverse team and foster an inclusive culture while representing IOM and the Network in high-level meetings with Member States and other stakeholders.
Duties and Responsibilities: The Director will be responsible for overseeing the Network Secretariat's operations, ensuring compliance with its Terms of Reference. Key responsibilities include providing expert policy advice on migration trends and risks, leading the Network's capacity-building mechanisms, and establishing strong relationships with Member States and stakeholders. The Director will also oversee the preparation of biannual Secretary-General reports on the GCM and manage secretariat staff, ensuring effective allocation of assignments and fostering a high-performing team culture. Additional duties may be assigned as necessary, including representing IOM in senior-level meetings and engaging in strategic advocacy efforts.
Required Qualifications: Candidates must possess a Master's degree in International Studies or a related field from an accredited institution, along with fifteen years of relevant professional experience. They should have demonstrated experience in a multilateral system, preferably within a UN context, and familiarity with the UN system and its various entities. Strong relationship-building skills and the ability to support multilateral processes are essential. Candidates should also have experience in public speaking and decision-making based on sound analysis.
Educational Background: A Master's degree in International Studies or a related field from an accredited academic institution is required. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have a recognized and reputable educational background.
Experience: Candidates should have at least fifteen years of relevant professional experience, particularly in a multilateral context. This includes experience working closely with international agencies, NGOs, and governments, as well as a proven track record in building partnerships within the UN system. Experience in overseeing the development of system-wide policy positions and managing diverse teams is also crucial.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year, with the possibility of extension. It is essential for internationally recruited professional staff to be mobile. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for 24 months.
