Duties and Responsibilities: The consultant will be responsible for several key activities, including:
Developing a research methodology and outline for the paper.
Conducting a desk review to identify at least five suitable examples of good practices in nationality documentation.
Reviewing the legal and administrative frameworks related to nationality documentation in various countries, utilizing UNHCR materials and other relevant resources.
Conducting consultations with UNHCR, civil society, and academic experts to gather insights and feedback.
Drafting a comprehensive paper that includes findings and recommendations.
Revising the draft based on feedback from UNHCR and preparing the final version of the paper.
Presenting findings in an online meeting to share insights with stakeholders.
Required Qualifications: Candidates must possess an advanced degree (PhD or Masters) in law or a related field, with a strong focus on statelessness and nationality laws. A minimum of 10 years of experience in legal, policy, or academic work related to nationality law and statelessness is required. The candidate should demonstrate excellent analytical skills, including the ability to develop frameworks and analyze qualitative and quantitative data. Strong drafting skills are essential, with a proven track record of contributing to academic research or publications on statelessness or nationality laws.
