Job Overview:
The Public Health Officer – Private Sector Partnerships will play a crucial role in supporting the Public Health Unit (PHU) and the Private Sector Partnerships (PSP) network within UNHCR. This position is designed to enhance fundraising efforts for public health programs, which include child health, communicable and non-communicable disease control, sexual and reproductive health, mental health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (MHPSS), and nutrition. The incumbent will be responsible for developing high-quality concept notes and proposals, providing technical input for donor reporting, and identifying new fundraising opportunities through market research. The role requires a proactive approach to building partnerships with foundations, companies, and high net worth individuals, ensuring that funding is secured for UNHCR's health initiatives while also leveraging these partnerships for advocacy, visibility, and expertise. The position demands a strong understanding of public health priorities and the ability to communicate effectively with various stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the Public Health Officer include:
  • Supporting the coordination of multi-regional/global funding initiatives by liaising with relevant stakeholders and staff covering assigned regions.
  • Collaborating with country operations and Regional Bureaus to develop public health-related concept notes and proposals, including narratives and indicators.
  • Assisting in the negotiation of specific funding requests to align donor requirements with organizational priorities.
  • Tracking progress and results from public health-related earmarked contributions and ensuring accurate projections in relevant systems.
  • Keeping abreast of UNHCR’s public health programs and priorities to appeal to potential private partnerships and philanthropy donors.
  • Contributing to capacity building for field colleagues regarding private donor requirements and the new funding model.
  • Conducting research to develop standard thematic content for fundraising materials.
  • Responding to thematic requests from fundraisers in a timely manner and providing regular updates on UNHCR’s thematic priorities and funding gaps.
  • Supporting the development of high-quality annual public health reports and other fundraising materials. 1
  • Performing other tasks as required.

Required Qualifications:
The required qualifications for the Public Health Officer position include:
  • A clinical degree in healthcare (e.g., medical or nursing qualification) with a postgraduate degree or certificate in public health, health economics, or a related field, or a degree in social science, international relations, journalism, or marketing with a master’s degree in public health.
  • At least 6 years of relevant experience with a Bachelor’s degree, 5 years with a Master’s degree, or 4 years with a Doctorate degree, specifically in fundraising for public health programs.
  • Experience working in low- and middle-income countries with forcibly displaced persons is an asset.
  • Demonstrated experience in successful fundraising and resource mobilization, particularly in the health sector.
  • Prior experience working with or for the United Nations system, international NGOs, or international financial institutions is an asset.
  • A strong understanding of the global health financing landscape is beneficial.

Educational Background:
Candidates must possess a clinical degree in healthcare, such as a medical or nursing qualification, along with a postgraduate degree or certificate in public health, health economics, or a related field. Alternatively, a degree in social science, international relations, journalism, or marketing with a master’s degree in public health is acceptable. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to effectively contribute to public health initiatives and fundraising efforts.

Experience:
The position requires a significant level of experience, specifically at least 6 years of relevant experience for candidates with a Bachelor’s degree, 5 years for those with a Master’s degree, or 4 years for individuals holding a Doctorate degree. Relevant experience refers to professional experience in fundraising for public health programs. Additionally, experience in managing private sector partnerships and working in low- and middle-income countries with forcibly displaced persons is considered an asset. Candidates should also have a strong understanding of the global health financing landscape and demonstrated success in fundraising and resource mobilization within the health sector.

Languages:
