Job Overview:
The Health Information System (HIS) Specialist plays a vital role in the Meeting Targets and Maintaining Epidemic Control (EpiC) project’s strategic information team. This position is essential for enhancing the use of health information management systems (HIMS) and leveraging data to inform planning and improve health outcomes. The HIS Specialist will collaborate with government partners and implementing partners (IPs) to ensure effective data management across various health domains, including HIV, global health security" style="border-bottom: 1px dotted #007bff !important;">security, maternal, newborn, and child health (MNCH), and nutrition. The role requires engaging with stakeholders at both national and subnational levels in Nepal, as well as coordinating with FHI 360 technical teams in the region and at headquarters. The Specialist will be responsible for identifying technical requirements, overseeing service providers, and enhancing data collection and reporting systems to support program improvement and accountability.

Duties and Responsibilities:
The HIS Specialist will coordinate the identification of technical requirements for project-related HIMS, working closely with both government and non-government stakeholders. Key responsibilities include identifying and overseeing technical service providers for HIMS-related activities, collaborating with the strategic information team to enhance data capturing processes, and expanding the Maternal Perinatal Death Surveillance and Response system to include community reporting. The Specialist will also develop data systems for visualizing Minimum Service Standards at health facilities, analyze program data to identify gaps, and support the development of monitoring and evaluation (M&E) systems for EpiC Nepal. Additional duties include guiding IPs to meet HIS-related deliverables, facilitating data use in project activities, and improving dashboards associated with government data systems. The role may also involve other relevant tasks as assigned by supervisors and technical directors.

Required Qualifications:
Candidates must possess a Master’s degree in computer science, statistics, public health, or population studies, along with three years of relevant experience. Alternatively, a Bachelor’s degree with five years of related experience in health information system development is acceptable. The ideal candidate should demonstrate the ability to initiate and implement activities with minimal supervision, manage high-volume workflows, and work effectively in a virtual environment. Proficiency in various programming languages and experience with health information management systems such as MPDSR, DATIM, and DHIS2 are essential. Strong interpersonal, organizational, communication, and problem-solving skills are also required, along with the ability to travel 20-30% outside Kathmandu.

Educational Background:
A Master’s degree in a relevant field such as computer science, statistics, public health, or population studies is required. Candidates with a Bachelor’s degree in these fields will also be considered if they have the requisite experience. The educational background should provide a solid foundation in health information systems and data management, equipping the candidate with the necessary skills to fulfill the responsibilities of the HIS Specialist role.

Experience:
The position requires a minimum of three years of related experience for candidates with a Master’s degree, or five years for those with a Bachelor’s degree. Experience should include work with health information systems, data management, and program evaluation. Familiarity with specific systems such as MPDSR, DATIM, and DHIS2 is highly desirable, as is experience in managing multiple tasks across various programmatic areas. The candidate should also have a proven track record of working collaboratively with diverse teams and stakeholders.

Languages:
Fluency in both English and Nepali is mandatory, with excellent oral and written communication skills. The ability to document and communicate findings effectively is crucial. Additional language skills may be considered an advantage, particularly in the context of engaging with local communities and stakeholders.
