Job Overview:
The Grants/Contracts Officer plays a crucial role in the grants management process, which encompasses a variety of responsibilities aimed at ensuring compliance and effective program implementation. This position involves conducting pre-award assessments to evaluate the financial and management capacity of implementing partners, assisting in the development and modification of sub-award packages, and reviewing financial reports submitted by these partners. The officer is also responsible for providing orientation and capacity-building support to partners, ensuring that they adhere to sub-award terms and conditions, and assisting them in resolving accounting and administrative issues. The role requires a proactive approach to managing multiple tasks and working collaboratively with various teams, while also being flexible to accommodate different time zones and work environments.

Duties and Responsibilities:
The Grants/Contracts Officer will perform a range of key responsibilities, including but not limited to: conducting pre-award reviews by visiting organizations to assess their financial and management capacity; reviewing FHI 360’s policies and procedures, as well as funders’ and local regulations, to ensure compliance; assisting in the development of sub-agreement budgets in accordance with FHI 360 standards; preparing financial management training materials and providing orientation to implementing partners; maintaining comprehensive files for the Grants/Contracts Unit, including agreements, financial reviews, and compliance checklists; ensuring timely submission of Sub-awardee Monthly Financial Reports (SFR) by implementing partners; maintaining financial records of funds received and expenditures by implementing agencies; compiling annual inventory reports and managing VAT bill details; conducting financial monitoring visits to ensure compliance; assisting in internal and external auditing functions; overseeing inventory control systems; updating necessary documentation in the repository; and providing support to the Country Office Accounts unit for payment processing. The officer may also be assigned other related duties by their supervisor or the Associate Director of Finance and Grants/Contracts.

Required Qualifications:
Candidates must possess a Bachelor’s degree in accounting or business management, along with a minimum of three years of relevant work experience. A Master’s degree in a related field is preferred. Applicants should have knowledge and experience with finance and grant management systems, as well as familiarity with United States Government (USG) contract and grants management. The ability to work effectively across various teams and build positive relationships with NGOs, private sectors, government entities, and other stakeholders is essential. Knowledge of donor compliance requirements, particularly USG rules and regulations, is crucial for ensuring adherence to sub-award requirements. Candidates should also have experience in conducting pre-award assessments, financial monitoring, and capacity-building activities for implementing partners, along with strong analytical skills and attention to detail.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in accounting or business management. A Master’s degree in a relevant field is considered preferable, as it may provide additional insights and skills beneficial for the role. Candidates should have a solid understanding of financial principles and grant management processes, which are critical for the effective execution of the responsibilities associated with this position.

Experience:
The Grants/Contracts Officer should have at least three years of work experience in a relevant field, particularly in finance and grant management. Experience with USG contract and grants management is highly desirable, as it indicates familiarity with the specific compliance requirements and operational standards expected in this role. The candidate should also demonstrate a proven track record of working collaboratively across teams and managing relationships with various stakeholders, including NGOs and government entities.

Languages:
Proficiency in both oral and written English and Nepali is mandatory for this position, as effective communication is essential for documentation and collaboration with implementing partners. Strong documentation skills in both languages are also required. Additional language skills may be considered an advantage, particularly if they facilitate communication with diverse stakeholders.
