Job Overview: The Supply & Logistic Assistant plays a crucial role in ensuring the effective delivery of supply chain services and logistics-operations" style="border-bottom: 1px dotted #007bff !important;">logistics operations. This position involves procurement and contracting, where the assistant will provide input to the formulation of the annual Supply Plan, conduct data reviews, and assist in developing procurement strategies. The role requires collaboration with colleagues from various program sections to plan procurement initiatives, develop specifications, and manage logistics arrangements. The assistant will also be responsible for preparing documentation for Long Term Arrangements (LTAs), processing Requests for Quotations (RFQs), and managing vendor relationships to ensure timely delivery of supplies. Additionally, the assistant will monitor supply chain performance, conduct market research, and support product innovation initiatives. The position demands a proactive approach to logistics management, including tracking delivery schedules, negotiating charges, and ensuring compliance with UNICEF policies. The assistant will also oversee warehousing and inventory management, ensuring accurate accounting and reporting of supplies, and maintaining effective relationships with stakeholders to facilitate logistics operations.
Duties and Responsibilities:
Procurement/Contracting: Provide input to the annual Supply Plan, conduct data analysis for category management, assist in procurement strategies, support market research, and contribute to product innovation. Prepare documentation for LTAs, process RFQs, ITBs, and RFPs, assist with bid openings, and conduct supplier clarifications. Prepare purchase orders and contracts in SAP, ensuring documentation completeness. Monitor procurement processes and liaise with suppliers for timely deliveries.
In-country Logistics: Advise on logistics components of the supply plan, track demurrages, negotiate charges, and calculate budget requirements. Monitor offshore procurement progress and ensure timely customs clearance. Conduct research and produce reports for informed decision-making.
Warehousing and Inventory Management: Assess warehousing capacity, propose corrective actions, and maintain inventory management processes. Supervise receipt and dispatch of supplies, prepare stock reports, and monitor inventory trends.
Alternative Delivery Mechanisms: Ensure data availability related to procurement, prepare periodic reports, and support collaboration with implementing partners. Maintain files for Procurement Service transactions and monitor incoming shipments.
Other Duties: Collaborate with supervisors and the global supply community to prioritize knowledge exchange and training for newcomers, ensuring effective workflows and capacity building.
Required Qualifications:
Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to supply chain, business administration, or contract/commercial law.
Work Experience: A minimum of 5 years of relevant administrative experience in supply chain management or a commercial context is required. Understanding of development and humanitarian work is an advantage.
Skills: Thorough knowledge of specialized topics related to supply chain processes, ability to interpret rules and regulations, experience with MS Office and SAP, and demonstrated understanding of supply chain processes. Ability to develop effective working relationships and prioritize tasks is essential.
Educational Background: The position requires completion of secondary education, with a preference for additional technical or university courses in fields related to supply chain management, business administration, or contract/commercial law. This educational background is crucial for understanding the complexities of supply chain operations and procurement processes.
Experience: Candidates must have a minimum of 5 years of relevant administrative experience in supply chain management or a commercial context. This experience should ideally include exposure to development and humanitarian work, which will enhance the candidate's ability to navigate the challenges associated with supply chain logistics in various contexts.
Languages: Fluency in English and Arabic is required for this position. Knowledge of another official UN language (such as Chinese, French, Russian, or Spanish) or a local language is considered an asset, as it may facilitate communication with diverse stakeholders and enhance collaboration in a multicultural environment.
