Job Overview:
The Finance/Accounts Specialist plays a crucial role in ensuring effective financial management and compliance for FHI 360 Nepal. This position is responsible for maintaining accurate accounting records, timely financial reporting, and ensuring compliance with both internal and external regulations. The specialist will support the Global Financing and Administration System (GFAS) operations and assist in audit processes. The role requires collaboration with internal teams, partners, and external stakeholders to ensure that financial transactions are processed accurately and efficiently. The specialist will also be involved in budget development and management decision-making processes, making this position integral to the financial health of the organization.

Duties and Responsibilities:
The Finance/Accounts Specialist will review vouchers and invoices submitted to FHI 360 Nepal to verify that items claimed are in accordance with agreements and have been delivered or performed. They will ensure the accuracy of maintained checking accounts and develop monthly and quarterly financial reports for submission to the FHI 360 Asia Pacific Regional Hub (APRH) and funders. The specialist will assist the Finance Manager in developing country office budgets and prepare reports for management decision-making. They will ensure the proper functioning of the GFAS accounting system and coordinate with HQ and APRH for ongoing updates. Monthly bank reconciliation statements, VAT receivable and payable reconciliations, and advance reconciliations will be prepared for the monthly closing of GFAS. The specialist will ensure timely submission of GFAS reports to HQ with all supporting documents and prepare monthly cash flow statements. They will also ensure timely payments and reimbursements for consultants and implementing agencies, maintain regular contact with banks, vendors, and service contractors, and review travel claims for accuracy. Additionally, the specialist will initiate correspondence to verify data, answer queries, and obtain additional information on financial transactions as required. They will review and comment on Sub-awardee Financial Reports (SFR) submitted by recipient organizations and process them for internal review and approval in a timely manner. The specialist will ensure timely updates of sub-agreements and amendment budgets, monthly SFRs, and reimbursements into the web-based tracking system. They will assist in carrying out internal and external auditing functions and perform other related duties as assigned by the Supervisor and Country Representative.

Required Qualifications:
Candidates must possess a Master’s degree in finance, accounting, commerce, business administration, or a related field with three to five years of relevant experience, or a Bachelor’s degree with over five years of experience in a related field. Knowledge and experience with accounting and financial systems are essential. The candidate should be proactive in managing multiple tasks and working in a virtual work environment, demonstrating flexibility and openness to managing time with different teams across various time zones. Excellent interpersonal, organizational, communication, coordination, collaboration, team building, management, and problem-solving skills are required. Proficiency in Microsoft Office tools (Word, Excel, PowerPoint, Teams, Outlook, SharePoint, etc.) is an advantage. Candidates must also have excellent oral and written communication skills in both English and Nepali, including documentation skills.

Educational Background:
The position requires a Master’s degree in finance, accounting, commerce, business administration, or a related field. Alternatively, a Bachelor’s degree with significant experience in a related field is acceptable. The educational background should provide a strong foundation in financial principles and practices, enabling the candidate to effectively manage financial tasks and responsibilities.

Experience:
The ideal candidate should have three to five years of experience in finance or accounting roles, particularly in a nonprofit or international development context. Candidates with a Bachelor’s degree should have over five years of relevant experience. Experience with accounting and financial systems is crucial, as is the ability to manage multiple tasks in a dynamic work environment. Familiarity with audit processes and financial reporting is also beneficial.

Languages:
Fluency in both English and Nepali is mandatory for this position, as the role requires effective communication with various stakeholders and the preparation of financial documentation. Proficiency in additional languages may be considered an asset but is not required.
