Job Overview:
The Finance /Accounts Officer plays a crucial role in managing the financial transactions and reporting for FHI 360 Nepal. This position is responsible for ensuring compliance with organizational policies, donor agreements, and statutory regulations. The officer will process payments, review invoices and travel claims, maintain accounts, support audits, and provide timely financial information to assist management in decision-making. The role requires a proactive approach to managing multiple tasks and working collaboratively with various teams across different time zones, ensuring that financial operations run smoothly and efficiently.

Duties and Responsibilities:
The Finance /Accounts Officer will be responsible for reviewing vouchers and invoices submitted to FHI 360 Nepal to verify that claimed items are in accordance with agreements and have been delivered or performed. The officer will process payments using the Digital Process Automation (DPA) system and the Global Finance and Administration System (GFAS). They will prepare and review wire payment details for payees in the online banking system Straight to Bank (S2B) and ensure the accuracy of accounts maintained in S2B. Monthly and quarterly financial reports will be developed for submission to the FHI 360 Asia Pacific Regional Hub (APRH) and Headquarters (HQ). The officer will ensure the proper functioning of the GFAS accounting system and coordinate with HQ and APRH for ongoing updates. Monthly bank reconciliation statements and balance sheet reconciliations will be prepared for the monthly closing of GFAS, and the balance sheet reconciliation will be uploaded to SharePoint. Timely submission of GFAS reports to HQ with all supporting documents is essential. The officer will also prepare weekly cash flow requests, update monthly progress indicators, and ensure timely payments and reimbursements for consultants and implementing partners in accordance with agreements. Regular contact with banks, vendors, and service contractors will be maintained as required. Travel claims will be reviewed for corrections and verification, ensuring compliance with travel authorizations and regulations. The officer will initiate correspondence to verify data, answer queries, and obtain additional information on financial transactions as needed. They will assist in carrying out internal and external auditing functions and perform other related duties as assigned by the supervisor or Associate Director of Finance and Grants/Contracts or Country Representative.

Required Qualifications:
Candidates must possess a Bachelor’s degree in accounting, finance, or business management, along with at least three years of relevant work experience. A master’s degree in a related field with relevant experience is preferred. The ideal candidate will have excellent knowledge and experience with accounting and financial systems, as well as experience in computerized accounting systems. Knowledge of donor compliance and financial regulations, particularly with USG or similar donor-funded projects, is essential. The ability to assist in internal and external audits, ensuring proper documentation and timely responses to audit queries, is also required. Candidates should have experience in preparing and analyzing financial reports, cash flow projections, and reconciliations to support management decision-making. Proactive management of multiple tasks and flexibility in working with different teams across various time zones are important attributes for this role. Excellent interpersonal, organizational, communication, team-building, and problem-solving skills are necessary.

Educational Background:
A Bachelor’s degree in accounting, finance, or business management is required for this position. Candidates with a master’s degree in a related field will be preferred, as this advanced education can provide a deeper understanding of financial principles and practices relevant to the role.

Experience:
The position requires at least three years of relevant work experience in finance or accounting. Candidates with experience in donor-funded projects, particularly those involving USG or similar compliance, will be given preference. Experience in computerized accounting systems and financial reporting is also essential, as is the ability to manage multiple tasks effectively in a virtual work environment.

Languages:
Good verbal and written communication skills in both English and Nepali are mandatory for this position. Candidates should possess strong documentation skills in both languages, as effective communication is crucial for the role's responsibilities, including reporting and liaising with various stakeholders.
