The OSCE Secretariat, based in Vienna, supports the Chairmanship and provides operational and administrative support to Field Operations and other OSCE institutions. The Office of Internal Oversight (OIO) is a key component of the OSCE Secretariat, responsible for conducting internal audits, investigations, and evaluations to ensure effective governance and compliance with internal control frameworks.

Job Overview:
The OSCE's Office of Internal Oversight (OIO) is seeking consultants to provide essential administrative, operational, analytical, and coordination support for its internal oversight functions. This role is crucial for supporting internal audits, evaluations, and investigations, which are vital for maintaining the integrity and effectiveness of the OSCE's operations. The selected consultant(s) will work closely with oversight managers and OIO team members to implement the 2026 Internal Oversight work plan. The position requires a proactive approach to support various oversight activities, ensuring that all tasks are completed efficiently and effectively, contributing to the overall mission of the OSCE.

Duties and Responsibilities:
The consultant(s) will be responsible for a range of activities under the supervision of designated managers within the OSCE’s internal oversight functions. Key responsibilities include supporting ongoing internal audits, independent evaluations, and investigations by collecting, organizing, and analyzing relevant documentation and data. The consultant(s) will assist in planning and organizing field visits, including logistical coordination and preparation of background materials. They will also help prepare, review, and finalize deliverables such as draft reports, graphs, and supporting documentation. Additionally, the consultant(s) will support research activities, data collection, and analysis, utilizing data analytics and AI tools for reporting. They will organize meetings and briefings related to oversight activities, prepare agendas, work plans, and meeting summaries, and assist with note-taking and transcription as needed. Furthermore, the consultant(s) will manage records, monitor key performance indicators, and develop communication products related to oversight work.

Required Qualifications:
Candidates must possess a completed first-level university degree in a field relevant to the OSCE’s mandate. A minimum of one year of professional work experience in research, project management, or communication is required. Proven experience in quantitative and qualitative data collection and analysis, as well as the development of data visualizations, is essential. Attention to detail and the ability to work independently while managing multiple tasks under tight deadlines are crucial. Professional fluency in English, with strong oral communication and drafting skills, is mandatory, while fluency in Russian is considered an asset. High digital literacy, including proficiency in Microsoft Office applications and software analysis tools, is necessary. Experience with the responsible use of artificial intelligence in a professional context is also advantageous. Candidates should be able to work effectively in a multicultural environment and integrate a gender perspective into their tasks.

Educational Background:
The position requires a completed first-level university degree in a field of study relevant to the OSCE’s mandate. This educational background is essential for understanding the complexities of the OSCE's work and effectively contributing to the internal oversight functions.

Experience:
The ideal candidate should have at least one year of professional work experience in relevant fields such as research, project management, or communication. Languages:
Professional fluency in English is mandatory for this position, as it is the primary language of communication within the OSCE. Additionally, professional fluency in Russian is considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and documents.

Additional Notes:
This position is offered under a Special Service Agreement (SSA) for a maximum duration of 9 months. The remuneration will be based on the consultant's qualifications, experience, and the specific tasks and deliverables associated with the position, in accordance with OSCE established rates.
