Job Overview:
The People & Culture Officer plays a crucial role in delivering professional-level People and Culture (P&C) services within the country office. This position is designed to support both staff and managers in various areas such as recruitment, employee relations, performance management, benefits administration, and compliance with organizational policies and local labor laws. The officer will work closely with managers to ensure that policies are applied consistently across the organization, contributing to process improvements and providing guidance to junior P&C staff. The role requires a strong understanding of local employment laws and HR best practices, as well as the ability to resolve employee concerns and provide policy guidance. The People & Culture Officer will also be responsible for maintaining the integrity of HRIS data and generating standard HR reports, ensuring that the organization operates smoothly and efficiently in its human resources functions.

Duties and Responsibilities:
The People & Culture Officer will manage the entire recruitment process, from requisition approval to onboarding of new employees. This includes advising employees and supervisors on the interpretation and application of policies, assisting with performance management processes such as goal-setting and reviews, and coordinating learning and development activities. The officer will ensure compliance with labor laws and FHI 360 policies, maintain HRIS data integrity, and generate standard HR reports. Additionally, the officer will resolve moderately complex P&C issues with limited supervision, recommend process improvements to enhance service delivery, and may provide guidance to P&C Assistants or Associates. The role may involve reporting to local Senior P&C Officers, P&C Managers, or Regional Level People & Culture Partners, depending on the size and complexity of the country office portfolio.

Required Qualifications:
Candidates must possess a strong knowledge of local employment law and HR best practices. They should have the ability to provide policy guidance and effectively resolve employee concerns. Proficiency with HRIS systems and reporting tools is essential, along with strong interpersonal and conflict resolution skills. The ideal candidate will demonstrate problem-solving abilities and have a proactive approach to enhancing service delivery within the organization.

Educational Background:
A Bachelor’s degree in Human Resources, Business Administration, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding the complexities of human resources management and organizational behavior.

Experience:
Candidates should have 3 to 5 years of progressively responsible HR experience. This level of experience is crucial for understanding the nuances of human resources functions and for effectively managing the various responsibilities associated with the People & Culture Officer role.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization. Knowledge of local languages may be considered an asset, as it can enhance communication with staff and stakeholders in the region.
