Job Overview: The Programme Development Officer will play a crucial role in supporting the coordination and facilitation of project development and donor reporting in the fields of migration management and emergency response. This position requires close collaboration with various stakeholders, including government counterparts, UN agencies, and other relevant organizations. The officer will be responsible for developing results-based programmes and projects, drafting concept notes and project proposals, and ensuring alignment with IOM's global, regional, and country strategies. The role also involves researching funding opportunities, maintaining relationships with donors, and contributing to capacity-building activities for staff. The officer will be expected to manage documentation related to project development and reporting, ensuring that all information is accurate and up-to-date. This position is vital for enhancing IOM's ability to respond to emerging trends and priorities in migration management.
Duties and Responsibilities: The duties and responsibilities of the Programme Development Officer include:
Supporting the Chief of Mission and Head of Programme Support Unit in project development and donor reporting.
Contributing to the development of results-based programmes and projects, including drafting concept notes and proposals.
Reviewing resource requirements and documenting programmatic needs, gaps, and opportunities.
Researching potential funding opportunities and reviewing calls for proposals.
Drafting donor profiles and guidance notes on donor priorities.
Supporting effective working relationships with donor counterparts and project partners.
Organizing donor briefings and visits, and drafting visibility and resource mobilization materials.
Conducting capacity-building and training activities for staff in programme development and reporting.
Maintaining accurate records of correspondences and project development files. 1
Performing other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant professional experience is acceptable. Candidates should have experience in supporting results-based project development and reporting, technical writing, and editing, preferably in the international development or humanitarian sector. Familiarity with Results Based Management and donor relations is essential, as well as strong communication, writing, and organizational skills.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related discipline. A University degree in these fields is also acceptable if accompanied by additional years of relevant professional experience. The educational qualifications should be from an accredited academic institution, ensuring that candidates have a solid foundation in the principles and practices relevant to migration management and project development.
Experience: Candidates should have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they possess a University degree. Experience should include supporting results-based project development and reporting, technical writing, and editing, particularly in the international development or humanitarian sectors. Familiarity with donor relations and grant management is also required, as well as experience with strategic planning approaches and Results Based Management.
Languages: Fluency in English, both oral and written, is required for this position. Working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is classified as a Special Short Term Graded contract, with an initial duration of nine months and the possibility of extension. The role is categorized as a professional vacancy, and candidates must be mobile and willing to relocate if necessary. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements.
