Job Overview: The National Economist will serve as the head of the Policies and Strategies Unit (UPS) within the UNDP Country Office in the Democratic Republic of the Congo (DRC). This role is crucial in providing strategic advice and policy analysis to support national development strategies in alignment with the 2030 Agenda for Sustainable Development and the African Union's Agenda 206
The National Economist will be responsible for conducting economic analyses, formulating strategies, and preparing informative notes for UNDP management. The position requires close collaboration with public administration colleagues and other national partners to propose alternative economic policy options and enhance the monitoring and evaluation of UNDP-supported projects and programs. The National Economist will also represent UNDP in their area of expertise and may supervise a team of experts and consultants.
Duties and Responsibilities:
Provide high-quality policy advice and support to the Resident Representative and management colleagues, facilitating policy dialogue with the government and other strategic partners on economic issues, including inclusive growth, governance, poverty reduction, and the achievement of the SDGs.
Collect, analyze, and interpret economic and statistical data, conducting in-depth research on national development issues and preparing high-quality analyses and reports.
Contribute to the identification and execution of studies and research on development challenges in the DRC and emerging economic issues.
Provide advisory support on potential areas for UNDP assistance and adjustments to ongoing programs to ensure alignment with national policies and priorities.
Regularly monitor programs and projects related to economic governance, maintaining liaison with government agencies, cooperation agencies, and multilateral institutions.
Produce and launch economic reports, including national and global human development reports, and participate in regional and inter-agency initiatives on development and economic issues.
Facilitate policy dialogue on economic matters with government authorities, donors, civil society, and the private sector.
Required Qualifications:
A Master's degree in macroeconomics or development economics is required, or a Bachelor's degree in the same field with two additional years of qualifying experience.
A minimum of 2 years of relevant experience at the national or international level in economic policy design, research, and analysis is required for candidates with a Master's degree, or 4 years for those with a Bachelor's degree.
Proven experience in project design, monitoring, and evaluation is desirable.
Strong quantitative analysis skills with extensive experience in research and report writing are preferred.
Proficiency in econometric software (e.g., EViews, Stata) and office productivity software is an asset.
Educational Background: Candidates must possess a higher university degree (Master's or equivalent) in macroeconomics or development economics. Alternatively, a Bachelor's degree in the same field combined with two additional years of relevant experience will be considered in lieu of a Master's degree.
Experience: The position requires at least 2 years of relevant experience for candidates with a Master's degree or 4 years for those with a Bachelor's degree. Experience should be in economic policy design, research, and analysis at either the national or international level. Experience in project design, monitoring, and evaluation is also desirable, along with strong quantitative analysis skills and familiarity with econometric software.
Languages: Fluency in French, both oral and written, is required. Knowledge of English is considered an asset, enhancing communication and collaboration with international partners.
