Job Overview:
The National Project Officer position is a critical role within the ILO Country Office for Ukraine, which is implementing its Transitional Cooperation Strategy focusing on three main pillars: Investing in People, Creating Quality Employment and Sustainable Enterprises, and Improving Labour Market Governance and Social Dialogue. The successful candidate will be responsible for supporting the Project Manager in the day-to-day implementation and administration of project activities, ensuring alignment with project objectives and effective coordination with various stakeholders including government agencies, social partners, and international experts. The role requires a proactive approach to problem-solving and the ability to promote gender equality and non-discrimination throughout the project. The National Project Officer will also play a key role in monitoring project progress, preparing budget estimates, and ensuring compliance with international labor standards and EU regulations as part of the project aimed at supporting Ukraine's reconstruction and EU accession.

Duties and Responsibilities:
  • Provide comprehensive support to the Project Manager in the daily implementation and administration of project activities, ensuring adherence to project objectives and effective coordination with the DWT/CO-Budapest, the Regional Office for Europe and Central Asia, relevant HQ Departments, project partners, and ILO constituents.
  • Collaborate closely with partners to design and revise annual work plans, prepare budget proposals, and identify alternative methods for project management, problem identification, and resolution, particularly in areas supporting institutional and capacity development.
  • Review, verify, and analyze work plans, progress reports, and other documentation for clarity and completeness, monitoring project activity progress and following up on delayed documents.
  • Engage with technical officers and counterparts in national organizations and ministries to expedite project implementation and meet established targets.
  • Assist in programming and controlling project resources, preparing budget estimates and expenditure forecasts, and recommending remedial actions based on resource analysis.
  • Promote gender equality and non-discrimination in all project aspects, ensuring inclusive practices are integrated into project activities.

Required Qualifications:
Candidates must possess a first-level university degree in economics, public policies, development studies, or a relevant field. Additionally, candidates should have a minimum of two years of professional experience at the national level in project management, implementation, monitoring, and evaluation. Experience with the ILO or other UN agencies is highly desirable. Technical expertise in employment and labor market policies, public employment services, skills development, industrial relations, social dialogue, and labor law will be considered an advantage. Knowledge of policymaking in Ukraine is also desired.

Educational Background:
The educational requirement for this position is a first-level university degree in a relevant field such as economics, public policies, or development studies. This educational background is essential for understanding the complexities of project management and the socio-economic context in which the ILO operates.

Experience:
The position requires a minimum of two years of professional experience at the national level, specifically in project management, implementation, monitoring, and evaluation. Candidates with prior engagement with the ILO or other UN agencies will have an advantage, as familiarity with international labor standards and practices is crucial for this role.

Languages:
Excellent knowledge of Ukrainian and English, both oral and written, is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of project documentation and reports.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension subject to funding availability and satisfactory performance.
