Job Overview:
The WASI Officer plays a crucial role in ensuring high-quality technical assessments, designing, and preparing Bill of Quantities (BoQs) for various infrastructure projects, including damaged shelters and agricultural infrastructures such as retaining walls, weirs, channels, canals, reservoirs, and WASH activities. This position involves conducting estimations, drafting BoQs, and developing work plans for repair activities. The WASI Officer serves as the technical supervisor and site engineer, reporting directly to the WASI Team Leader. The primary objective is to deliver high-quality technical outputs that align with established technical standards and specifications set by government ministries and DRC's internal standard operating procedures (SOPs). Additionally, the WASI Officer is responsible for leading and supervising site foremen at work locations, ensuring that all activities are executed efficiently and effectively.

Duties and Responsibilities:
The WASI Officer's responsibilities include conducting technical assessments of shelters and assisting in the assessment of communal and agricultural infrastructures. This includes developing all technical documents related to WASI, such as estimations, BoQs, scopes of work, environmental studies, work plans, and computer-aided design drawings. The officer is tasked with ensuring high-quality shelter and engineering repair works as part of the broader WASI programming in selected communities. They will lead market surveys in intervention areas to draft BoQs based on current market prices. After receiving training, the WASI Officer will participate in joint needs assessments using HEAT KOBO, ensuring quality data collection and responsible management of technical data. They will draft assessment and distribution reports, provide financial and program information, and prepare project progress reports on a weekly and monthly basis. The officer is also responsible for monitoring project quality, managing milestone processes, and distribution planning. They will lead technical coaching for project participants and provide timely updates on WASI activities to the WASI Team Leader and WASI Specialist. Additionally, the WASI Officer will support procurement processes for infrastructure projects and serve as the focal point for procurement checks. They may also act as the technical point of contact for foremen and other technical personnel on construction sites, and undertake any other tasks assigned by their line manager or supervisor.

Required Qualifications:
To be successful in this role, candidates must possess a minimum of three to five years of project management experience, specifically in serving and designing infrastructure projects, preferably within NGOs. They should have proven experience in conducting technical assessments, developing technical reports, and preparing design drawings and BoQs for sub-projects. Experience in environmental assessments and project design using updated design software such as AutoCAD, Civil 3D, and Water GEM is essential. Candidates should also have extensive community-level experience in mobilization and engagement, along with excellent report writing, communication, coordination skills, and the ability to work effectively as part of a team. Proficiency in computer skills, particularly MS Project and AutoCAD, is also required.

Educational Background:
Candidates must hold a Bachelor of Science (BSc) degree in Civil or Structural Engineering to qualify for this position.

Experience:
The position requires candidates to have a minimum of three to five years of relevant experience in project management, specifically in the design and implementation of infrastructure projects, ideally within the NGO sector. Proven experience in technical assessments and the development of technical documentation is crucial.

Languages:
Fluency in Pashto is mandatory, with fair proficiency in Dari and good command of English being advantageous for this role.
