Job Overview:
The WASH Officer-Engineer position is crucial for ensuring the effective planning and quality implementation of WASH activities in refugee sites and host communities in the Amhara region of Ethiopia. The role involves providing technical support to the WASH Project Manager/Coordinator in developing and executing WASH programming, particularly focusing on infrastructure and construction activities. The officer will collaborate with project officers and assistants to ensure timely delivery of quality WASH programs, contributing to the overall planning and design of future projects. This position requires a proactive approach to problem-solving and the ability to work in a challenging environment, ensuring that WASH services meet the needs of the communities served.

Duties and Responsibilities:
The WASH Officer-Engineer will have a comprehensive set of responsibilities, including but not limited to: ensuring adherence to organizational policies and guidelines; implementing delegated support functions according to the action plan; preparing and developing status reports as required; promoting ideas for improvement; conducting needs assessments and baseline studies; collating data from WASH technical assistants; assessing capacity building needs; promoting safe WASH practices; facilitating community involvement; supervising construction activities; preparing plans, designs, and cost estimates for WASH infrastructure; managing project timelines and resources; ensuring compliance with standards; conducting site assessments; coordinating with community leaders; advising on procurement needs; providing technical assistance during implementation; preparing progress reports; liaising with local partners; and representing the organization in WASH meetings.

Required Qualifications:
Candidates must possess a university degree in Water Supply and Sanitation Engineering, Hydraulic Engineering, Water Resource or Environmental Engineering, Civil Engineering, Construction Technology and Management, or a directly related field. A minimum of three years of experience in monitoring and supervising WASH construction projects is required. Strong knowledge and experience in engineering and construction processes, including tendering and site monitoring, are essential. Previous experience in complex and volatile contexts is preferred, along with report writing skills and proficiency in computer applications such as word processing and spreadsheets. Familiarity with technical drawing software, particularly AutoCAD, and project management software is desirable.

Educational Background:
The educational background required for this position includes a university degree in a relevant engineering field, such as Water Supply and Sanitation Engineering, Hydraulic Engineering, or Civil Engineering. This educational foundation is critical for understanding the technical aspects of WASH infrastructure and ensuring compliance with relevant standards and practices.

Experience:
The position requires a minimum of three years of relevant experience in monitoring and supervising WASH construction projects. Candidates should have a strong background in engineering and construction processes, particularly in the context of humanitarian assistance. Experience in capacity building and training staff and target groups is also beneficial, as is familiarity with working in insecure environments.

Languages:
Fluency in written and spoken English is mandatory, as well as proficiency in Amharic. The ability to communicate effectively in both languages is essential for coordinating with local communities and stakeholders.
