Job Overview: The security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Field Security Officer (Roving) position is integral to the WFP Country Office in Afghanistan, reporting to the Senior Security Officer or their designate. This role involves providing security management support across various WFP operations, particularly in areas affected by conflict. The officer will be responsible for conducting security assessments, developing security plans, and ensuring the safety of WFP staff and operations. The position requires a proactive approach to security management, including the ability to analyze complex security situations and implement effective strategies to mitigate risks. The officer will also be involved in training and capacity development for national security staff, ensuring that security policies and procedures are adhered to and that staff are equipped to handle security challenges effectively. This role demands a high level of adaptability and the ability to work independently while contributing to the overall security strategy of WFP in Afghanistan.
Duties and Responsibilities:
Provide technical advice and support on security assessments and plans to strengthen security management and crisis preparedness within the Country Office.
Develop systems and tools for monitoring and assessing security situations, utilizing innovative methodologies and best practices.
Conduct context analysis in conflict-affected areas, identifying key characteristics and locations of non-state armed groups (NSAG).
Negotiate security guarantees for WFP operations in areas controlled by NSAG.
Stay informed on local security developments and their potential impact on WFP operations.
Maintain an effective security management communications system for coordinated security activities.
Build and maintain relationships with local partners to optimize protection for staff and operations.
Collaborate with internal counterparts to align security activities with broader WFP programs.
Manage junior security staff, providing coaching and guidance for their development. 1
Represent WFP at local and inter-agency meetings, contributing to discussions on security issues. 1
Facilitate training sessions to enhance security capabilities of WFP and external partners. 1
Prepare accurate and timely reports on security matters to support informed decision-making. 1
Act in an emergency response capacity as required. 1

Required Qualifications: Candidates must have contributed to the development of security monitoring systems and tools, provided technical security operations advice, and managed small teams of national staff. Experience in managing resources in security operations and a record of providing UN-specific security training are also essential. The role requires strong analytical skills and the ability to work in complex environments, demonstrating a commitment to WFP's mission and values.
Educational Background: An advanced university degree in Security Management, International Relations, Law Enforcement, or a related field is required. Alternatively, a first university degree with additional relevant work experience or training may be accepted. A diploma from a Military or Police Academy with qualifying experience may also be considered in lieu of a first university degree.
Experience: Candidates should have considerable experience in security management, particularly in conflict-affected areas. Experience in providing technical advice and support in security operations, as well as managing teams, is crucial. Familiarity with UN security protocols and training methodologies is highly desirable.
Languages: Fluency in English (level C) is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.
