Job Overview:
The consultant will play a crucial role in developing a comprehensive manual for the Enterprise Development Fund (EDF), which is aimed at supporting livelihoods and job creation in small and medium enterprises (SMEs) in Iraq. This position involves conducting a thorough desk review of existing program documents and engaging with stakeholders to gather insights and lessons learned. The consultant will be responsible for documenting the end-to-end process for providing EDF grants, ensuring that the manual is user-friendly and aligns with IOM’s internal standards. The consultant will also be expected to incorporate case studies and success stories to illustrate best practices, making the manual a practical guide for teams implementing and managing the EDF.

Duties and Responsibilities:
The consultant's primary responsibilities include conducting a desk review of existing program documents, guidelines, and standard operating procedures (SOPs) related to the EDF. They will engage with stakeholders through interviews and focus group discussions to capture practical insights and analyze current practices. The consultant will develop an interim report outlining the proposed structure for the manual and a work plan for drafting it. They will document the entire process for providing EDF grants, including eligibility criteria, application approval, disbursement, and monitoring. The consultant will also create a clear structure for the manual, incorporating infographics and flowcharts to simplify complex processes. Draft versions of each chapter will be shared for review, and feedback will be incorporated to ensure quality and clarity. The final deliverable will be a print-ready and editable version of the manual.

Required Qualifications:
Candidates must possess a Master’s degree in international development, public administration, or a related social science field. They should have a minimum of 7 years of proven experience in developing manuals, technical guidelines, or similar documents. Expertise in livelihoods, economic development, or related programs is essential, along with strong writing and design skills. Familiarity with humanitarian and development contexts is also required, as the consultant will be working within a complex environment.

Educational Background:
The educational background required for this position includes a Master’s degree in fields such as international development, public administration, or other relevant social sciences. This advanced degree is necessary to ensure that the consultant has a solid understanding of the theoretical and practical aspects of development work, particularly in relation to economic development and livelihoods.

Experience:
The position requires a minimum of 7 years of relevant experience, specifically in developing manuals, technical documents, or guidelines. Candidates should have a strong background in livelihoods and economic development, demonstrating their ability to navigate the complexities of these fields effectively. Experience in humanitarian or development contexts will be beneficial, as the consultant will need to understand the challenges and opportunities present in such environments.

Languages:
Proficiency in English is mandatory, as it is one of IOM's official languages. Knowledge of French and Spanish is considered an asset, and candidates may be evaluated on their language skills during the selection process, which could include written and oral assessments. Strong communication skills in the required languages are essential for effective stakeholder engagement and documentation.

Additional Notes:
This consultancy position is home-based, with approximately 10-15% of the assignment requiring travel to Iraq. All travel-related expenses will be covered by IOM. The consultant is expected to submit a financial proposal outlining their approach and fees for completing the assignment. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses for consultants but does not offer evacuation or medical insurance for non-occupational issues. Candidates must ensure they have their own medical insurance for non-occupational accidents or illnesses. IOM has a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
