Job Overview: The Monitoring and Evaluation Specialist will play a crucial role in supporting the Judiciary within the framework of the EU-UNDP GREAT Initiative, which aims to contribute to democratic consolidation in The Gambia. This position involves tracking project performance, monitoring implementation against the Judiciary’s Work Plan, and ensuring timely and accurate reporting to both internal and external stakeholders. The Specialist will be embedded within the Judiciary, reporting directly to the Judicial Secretary, and will work closely with the EU-UNDP Project Manager to ensure compliance with contracts and effective delivery of project outputs. The role requires a proactive approach to incorporate monitoring and reporting into the Judiciary’s program formulation, contributing to the development of monitoring indicators, calendars, and quality assurance processes, and ensuring that evaluation findings are integrated into program strategies.
Duties and Responsibilities: The duties and responsibilities of the Monitoring and Evaluation Specialist include:
Facilitating the incorporation of monitoring and reporting into the Judiciary’s program formulation by assisting in the development of concept notes, strategies, work plans, and implementation of EU-UNDP GREAT Project activities.
Developing monitoring indicators, calendars, and field monitoring plans, ensuring quality assurance processes are in place.
Contributing to the Judiciary’s annual work plan monitoring, reviews, and reporting, particularly concerning the EU-UNDP GREAT Project and the Judiciary Strategic Plan (2021-2025).
Coordinating with the Judiciary and relevant stakeholders to standardize data collection and analysis across projects.
Monitoring data from project activities on a quarterly basis and providing substantive inputs for management briefs.
Drafting and monitoring the Judiciary's Monitoring, Evaluation, and Research Plans.
Facilitating internal and external reporting processes, including drafting project reports and maintaining data for the Judiciary.
Identifying and disseminating good practices and lessons learned from project implementation.
Developing capacity-building tools and facilitating training opportunities for Judiciary staff and partners in Results Based Management (RBM) and Monitoring and Evaluation. 1
Promoting awareness of Monitoring and Evaluation responsibilities among Judiciary staff through communication and training activities. 1
Performing any other relevant responsibilities as assigned by the Judicial Secretary and EU-UNDP GREAT Project Manager.
Required Qualifications: The position requires a strong background in monitoring and evaluation, with a focus on development projects. Candidates should possess excellent analytical skills, the ability to work collaboratively with diverse stakeholders, and a commitment to promoting transparency and accountability within the Judiciary. Strong communication skills, both written and verbal, are essential for drafting reports and facilitating training sessions. Additionally, candidates should demonstrate adaptability, creativity, and professionalism in their approach to work.
Educational Background: Candidates should have a degree in social sciences, development studies, or a related field. A master's degree is preferred, particularly for those with a focus on monitoring and evaluation or public administration. Relevant certifications in monitoring and evaluation methodologies would be an asset.
Experience: Candidates should have at least 3-5 years of experience in monitoring and evaluation, preferably within the context of development projects or governmental institutions. Experience working with the UN or other international organizations is highly desirable. Familiarity with Results Based Management (RBM) principles and practices is essential, along with a proven track record of successfully managing monitoring and evaluation processes.
Languages: Fluency in English is mandatory, as it is the working language of the UNDP. Knowledge of local languages spoken in The Gambia would be an advantage, as it would facilitate communication with local stakeholders and enhance the effectiveness of monitoring and evaluation activities.
Additional Notes: This is a national UN Volunteer assignment, meaning the selected candidate will be responsible for arranging their own housing and living essentials. National UN Volunteers are part of the malicious insurance plan. The position is full-time and may require flexibility in working hours to meet project deadlines and reporting requirements.
