Job Overview:
The Cost-Benefit Analysis Consultant will play a crucial role in assessing the feasibility and economic viability of wheat flour fortification in Lebanon. This position involves conducting a comprehensive cost-benefit analysis to evaluate the potential health outcomes and economic impacts of fortifying wheat flour, particularly in relation to public health and nutrition programs. The consultant will be responsible for identifying relevant fortification needs based on recent surveys and collecting data from various stakeholders, including government sources and academia. The findings from this analysis will inform policy recommendations and investment estimates necessary for implementing a national fortification program. The consultant will work closely with the Head of Nutrition and the Research Assessment and Monitoring unit, ensuring that the analysis is thorough and well-documented, ultimately contributing to improved nutritional outcomes for vulnerable populations in Lebanon.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including: conducting a desk review to understand the current health and nutrition situation in Lebanon; identifying cost components throughout the wheat flour supply chain; estimating the benefits of selected micronutrient fortification on disease burden and economic productivity; mapping data sources and collaborating with stakeholders to gather relevant data; consulting with stakeholders to reach consensus on assumptions for unavailable data; ensuring thorough documentation of sources and methodology; generating analysis showing the cost-benefit of flour fortification; and preparing a detailed report with findings, assumptions, limitations, and actionable recommendations. The consultant will also facilitate a consultation workshop with key stakeholders to discuss the analysis and its implications.

Required Qualifications:
Candidates must possess a strong understanding of nutrition, flour fortification, and micronutrient intervention programs, particularly their relation to productivity and national economies. They should have the ability to coordinate and collaborate with key actors in public health and the economy relevant to flour fortification. Excellent analytical, modeling, and report writing skills in the field of nutrition/public health and economy are essential. Experience in qualitative data collection and analysis, as well as the ability to work independently and possess excellent interpersonal skills, are also required.

Educational Background:
An advanced university degree in Public Health and Nutrition, Health Economy, or a related field is required. Candidates with an equivalent combination of education and work experience may also be considered. The educational background should reflect a strong foundation in health and nutrition principles, as well as economic analysis related to public health interventions.

Experience:
A minimum of 10 years of relevant post-graduate professional work experience in public health and nutrition, particularly in developing countries, is required. Candidates should have demonstrated experience in conducting cost-benefit analysis studies, preferably related to wheat flour fortification for nutrition or public health programs. Experience working in low and middle-income countries is highly desirable.

Languages:
Fluency in both oral and written communication in English and Arabic is mandatory. Knowledge of the French language is considered desirable and may enhance a candidate's profile.

Additional Notes:
This position is classified as a When Actually Employed International Consultancy, with an assignment duration of up to 60 days over a 4-month period.
