Job Overview:
The Project Associate Labour Migration Case Manager will play a crucial role in the implementation and monitoring of project activities related to labor migration. This position requires a proactive individual who can retrieve, compile, summarize, analyze, and present information on specific project topics. The Project Associate will monitor the project budget, verify the availability of funds, and ensure necessary approvals are obtained. This role involves extensive liaison with various organizational units and external parties to facilitate project implementation. The Project Associate will draft status reports, correspondence, and other documentation related to project issues, and will respond to complex information requests. Additionally, the individual will organize meetings, workshops, and training sessions, and assist in coordinating activities with local authorities, partners, and other stakeholders. The Project Associate will also provide guidance and training to new or junior staff members, ensuring that project objectives are met efficiently and effectively.

Duties and Responsibilities:
  • Assist in the implementation and monitoring of project activities related to labor migration.
  • Retrieve, compile, summarize, analyze, and present information/data on specific project topics.
  • Monitor project budget, verify availability of funds, and obtain necessary approvals.
  • Act as the focal point for administrative coordination of project implementation, liaising with diverse organizational units and external parties.
  • Draft status reports, identifying shortfalls in delivery and suggesting remedial actions.
  • Prepare and update reports, briefing notes, graphics, statistical tables, and other documentation.
  • Respond to complex information requests and inquiries, maintaining organized files and records.
  • Organize meetings, workshops, and training sessions, and participate in relevant conferences.
  • Assist in coordinating implementation activities with local authorities, partners, and other stakeholders. 1
  • Monitor the work of implementing partners and report non-compliances to the supervisor. 1
  • Provide guidance and training to new or junior staff members. 1
  • Perform other related duties as assigned.

Required Qualifications:
  • School diploma with five years of relevant experience; or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Labour Migration, Business Administration, Economy, Human Rights, Law, or related fields from an accredited academic institution with three years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations, particularly with the Government of Ecuador.
  • Experience in liaising with the private sector and conducting stakeholder mappings.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
  • Demonstrated experience in direct case management with migrants, including profiling, individual follow-up, counseling, referral, and documentation of cases.
  • Proven experience in candidate identification, screening, and matching processes.
  • Experience supporting recruitment and selection processes, including CV preparation and interview coordination.
  • Hands-on experience liaising with private sector employers and managing recruitment cycles.
  • Experience coordinating with multiple stakeholders across countries or regions. 1
  • Experience supporting outreach activities and managing high volumes of communication.

Educational Background:
The educational background required for this position includes either a school diploma with five years of relevant experience or a Bachelor’s degree in fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Labour Migration, Business Administration, Economy, Human Rights, Law, or related fields. The degree must be from an accredited academic institution, as recognized by the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of three years of relevant professional experience for candidates with a Bachelor’s degree, or five years for those with a school diploma. Candidates should have experience in liaising with governmental authorities, national and international institutions, and UN agencies, with a focus on engagement with the Government of Ecuador. Experience working with vulnerable groups, direct case management, and recruitment processes is essential. Prior experience within IOM or the UN system is considered an asset, particularly in programs related to labor mobility or skills matching.

Languages:
Fluency in Spanish and English is required for this position, both oral and written. IOM’s official languages include English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to local recruitment, and only candidates holding a valid residence and work permit for Ecuador will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, and necessary government authorizations.
