Job Overview:
The International Operations Manager (IOM) plays a crucial role in the Regional Office, reporting directly to the Regional Director and being a key member of the Regional Management Team. The IOM is responsible for providing strategic leadership and advice on all operational aspects, including financial resources, budget management, procurement, supply chain management, risk management, internal controls, and the security" style="border-bottom: 1px dotted #007bff !important;">security of UNFPA premises and staff. This position requires a strong focus on ensuring that operations are conducted efficiently and transparently, while also supporting the Country Offices in the region. The IOM will lead the day-to-day operations of the office, supervise the Operations team, and ensure that the strategic goals of UNFPA are met through effective management of resources and adherence to corporate priorities. The role also involves fostering collaboration between various business units and ensuring that best practices are shared across the region.

Duties and Responsibilities:
The IOM will be responsible for providing strategic direction for UNFPA operations within the region, ensuring that operations are carried out effectively and efficiently. This includes setting annual and long-term management targets, monitoring compliance with UNFPA policies, and acting as the regional audit focal point. The IOM will build the capacity of operations staff through coaching and mentoring, support Country Offices in implementing efficiency agendas, and represent the region in various working groups and committees. Additionally, the IOM will oversee operational and staffing requirements for programs, manage services in areas such as budget and financial management, and ensure timely provision of goods and services. The role also involves maintaining oversight of UNFPA assets and ensuring compliance with corporate financial policies, as well as managing relationships with implementing partners and stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree in Public Administration, Business Administration, Economics, Management, or a related field. A minimum of 7 years of experience in development within a governmental, multilateral, or civil society organization is required, including at least 3 years of experience in managing teams in complex organizational settings. Strong knowledge in procurement, financial and human resources management, and contract management is essential. The ability to lead strategic planning and results-based management is also required, along with a commitment to the principles of the United Nations and experience in international development. Field experience, particularly in humanitarian contexts, is considered an asset.

Educational Background:
An advanced university degree in disciplines such as Public Administration, Business Administration, Economics, Management, or other related fields is required for this position. This educational background is essential to equip the candidate with the necessary knowledge and skills to effectively manage operations and lead strategic initiatives within the organization.

Experience:
The position requires at least 7 years of relevant experience in development, with a strong emphasis on managing teams and operations in a multicultural environment. Candidates should have a proven track record of building relationships with clients, leading business process re-engineering, and implementing new systems. Experience in international development and a dedication to the principles of the United Nations are critical, along with the ability to sustain and advance partnerships and provide strategic vision.

Languages:
Fluency in English is mandatory for this position. Additionally, working knowledge of another official UN language is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse international environment.
