The Cash Consortium of Sudan (CCS), led by Mercy Corps, collaborates with multiple international and local partners to enhance the effectiveness of cash assistance in humanitarian responses, ensuring that local actors play a significant role in recovery efforts.
Job Overview: The Mid-Term Evaluation Consultant will play a crucial role in assessing the effectiveness of the Cash Consortium of Sudan's (CCS) initiatives in delivering cash assistance and achieving intended outcomes in a challenging environment. The evaluation aims to analyze the governance model, implementation strategies, and the use of existing evidence to inform decision-making. The consultant will rely on current Monitoring, Evaluation, Research, and Learning (MERL) systems to evaluate the program's impact without collecting new data. The consultant will utilize a theory-based design, focusing on Contribution Analysis and Process Tracing to validate the program's logic and assess its contributions to the humanitarian response. This role requires a deep understanding of the operational context and the ability to synthesize complex data into actionable insights for program adaptation.
Duties and Responsibilities: The consultant will be responsible for conducting an inception and evidence-mapping exercise, reviewing existing CCS datasets and documentation, and producing an inception plan and evaluation matrix. They will develop an initial contribution story based on existing data, conduct qualitative consultations with stakeholders, and apply Contribution Analysis and Process Tracing to test causal links. The consultant will perform structured desk-based triangulation of CCS datasets to verify qualitative insights and facilitate workshops to review preliminary findings. Deliverables include an inception report, contribution story, summary of qualitative consultations, evidence triangulation analysis, sense-making workshop materials, and a draft mid-term evaluation report. The consultant will work closely with the CCS MEL Manager and other key stakeholders throughout the evaluation process.
Required Qualifications: Candidates must demonstrate a proven track record in complex evaluations of multi-modal humanitarian or development programs, particularly in fragile or conflict-affected contexts. Expertise in theory-based evaluation methods is essential, along with experience in Monitoring, Evaluation, and Learning (MEL). Familiarity with major international donors and their evaluation standards is required. The consultant should possess strong analytical, synthesis, and writing skills, with the ability to produce high-quality evaluation products. Organizational and project management skills are necessary to oversee evidence reviews and manage deliverables effectively. A commitment to ethical engagement and sensitivity to local contexts is also crucial.
Educational Background: A relevant educational background in social sciences, international development, or a related field is preferred. Advanced degrees (Master's or PhD) may be advantageous, particularly for candidates with extensive experience in evaluation methodologies and humanitarian contexts.
Experience: Candidates should have significant experience in conducting evaluations within humanitarian or development settings, particularly in environments characterized by fragility and conflict. Experience with multi-modal programs and familiarity with cash assistance mechanisms will be beneficial. The consultant should have a history of working with diverse stakeholders and facilitating inclusive processes to validate evidence and identify program adaptations.
Languages: Fluency in English is mandatory, with proficiency in Arabic considered a strong asset. Knowledge of additional languages relevant to the operational context may also be beneficial.
Additional Notes: The consultancy is expected to last from February 2026 to April 2026, spanning three months. The consultant will report to the CCS MEL Manager and collaborate closely with various stakeholders, including the CCS Chief of Party and other programmatic focal points. The position is remote, allowing for flexibility in work arrangements.
