Job Overview: The Programme Analyst will play a crucial role in supporting the development, planning, implementation, and management of UN Women interventions focused on Women’s Economic Empowerment and Gender-Responsive Budgeting. This position requires close collaboration with various stakeholders, including government officials, civil society, and UN Women teams. The Programme Analyst will provide technical support to implement the Women’s Economic Empowerment Programme, formulate strategies for scaling up reforms in areas such as the care economy and women's entrepreneurship, and contribute to the development of annual work plans and budgets. The role also involves managing the technical implementation of programs, ensuring synergies with other teams, and developing training tools for capacity-building activities. Additionally, the Programme Analyst will support UN Women’s work on Gender-Responsive Budgeting by providing technical expertise to relevant ministries and leading capacity-building sessions. The position requires a proactive approach to contribute to regional and global knowledge networks and communities of practice, ensuring that gender equality and women's empowerment are prioritized in economic policies and practices.
Duties and Responsibilities:
Provide substantive technical support to the implementation and management of the Women’s Economic Empowerment Programme, including strategy formulation and innovative approaches to enhance UN Women’s work in Liberia.
Support the formulation of annual work plans and budgets, managing their implementation in line with UN Women’s strategic objectives.
Manage the technical implementation of programs, ensuring coordination with other teams and monitoring the submission of financial and narrative reports from implementing partners.
Develop training tools and deliver capacity-building activities for stakeholders to advance the gender equality and women's empowerment agenda.
Provide technical support to UN Women’s work on Gender-Responsive Budgeting, including guidance to ministries on integrating gender analysis into planning and budgeting processes.
Lead capacity-building sessions on gender-responsive planning and budgeting for various stakeholders.
Support resource mobilization efforts for the Women’s Economic Empowerment agenda, including developing strategies and project documents.
Manage advocacy, knowledge building, and communication efforts related to Women’s Economic Empowerment and Gender-Responsive Budgeting, including developing background documents and representing UN Women in relevant meetings.
Required Qualifications:
Master’s degree or equivalent in economics, social sciences, human rights, gender/women's studies, international development, public policies, or a related field is required. A PhD is an asset.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
At least 2 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring, and evaluation of development projects on gender equality and women’s economic empowerment is required.
At least 2 years of experience in promoting policy reform in gender and economics, GRB, macroeconomic policy, and women’s economic empowerment policies is required.
Experience in successful development of partnerships, network-building, and resource mobilization is desirable.
Proficiency in using computers and office software packages (MS Word, Excel, etc.) and experience with web-based management systems is required.
Experience coordinating with government agencies and/or donors is desirable.

Familiarity with modern web-based ERP Systems, preferably Oracle Cloud, is desirable.

Languages: Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, but English is the mandatory language for effective communication within the organization and with stakeholders.
