Job Overview:
The Administrative and Financial Support Officer will play a crucial role in supporting the ILO's initiatives in Bangladesh, particularly in the context of advancing a Just Transition. This position involves providing comprehensive administrative and operational support to the project team, ensuring effective implementation of project activities in alignment with ILO guidelines and procedures. The incumbent will work closely with the Project Coordinator and will be expected to operate with a high level of independence. The role is pivotal in maintaining financial records, managing procurement processes, and ensuring compliance with financial regulations. The officer will also be responsible for coordinating logistics for project activities, including meetings and workshops, thereby facilitating collaboration among various stakeholders.

Duties and Responsibilities:
The incumbent will undertake a variety of specialized administrative and financial support functions, including but not limited to:
  • Financial Management: Initiate, process, and review administrative actions, ensuring compliance with financial rules and regulations. Maintain accurate project financial records and monitoring systems. Process financial transactions and contracts, ensuring correct budget lines and complete documentation. Review financial reports from implementing partners for compliance with ILO rules. Generate financial reports from the ERP system for internal reporting and audits.
  • Administrative Support: Prepare correspondence and communicate with stakeholders to verify information and respond to queries. Provide administrative support to project staff and consultants, including assistance with payments and travel claims. Maintain a tracking system for project contracts and monitor deliverables and timelines. Organize and provide logistical support for project activities, including meetings and workshops.
  • Procurement: Support the preparation and monitoring of the project procurement plan. Initiate procurement actions in ILO systems, ensuring accuracy and completeness of documentation. Prepare Requests for Quotation and follow up on procurement actions throughout the cycle. Maintain organized procurement files for audit readiness.
  • Other Duties: Perform additional tasks as assigned by the supervisor, contributing to the overall success of the project.

Required Qualifications:
Candidates must possess a completion of secondary school education with formal training in accounting and/or finance and administrative fields. A strong understanding of financial, administrative, and procurement rules relevant to ILO or UN operations is essential. The ability to maintain accurate records and prepare financial reports is crucial. Candidates should also demonstrate proficiency in standard office applications and possess strong organizational skills.

Educational Background:
The minimum educational requirement for this position is the completion of secondary school education. Formal training in accounting and/or finance is highly desirable, as it provides the foundational knowledge necessary for managing financial records and administrative tasks effectively.

Experience:
Candidates should have at least six years of progressively responsible experience in financial, administrative, and/or procurement support functions. Experience within a technical cooperation project or international organization is preferred. Familiarity with procurement processes and contract administration is an asset, as is experience in supporting multi-stakeholder or development projects, particularly those related to climate, employment, or labor.

Languages:
Excellent knowledge of English and Bangla is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.

This position offers a fixed-term contract for one year, with the possibility of extension based on various factors such as availability of funds and satisfactory performance.
