Job Overview:
The Project Analyst position at ADB is a critical role within the Financial Sector Office (SD3-FIN) of the Sectors Department 3 (SD3). The primary function of this position is to provide analytical support for the assigned project portfolio, which includes technical assistance in portfolio management, project administration, and project processing activities related to loans and technical assistance (TA). The Project Analyst will also be responsible for budget management activities and will oversee the work of junior technical local staff. This role requires a proactive approach to support project processing, administration, and implementation tasks for assigned loans, grants, and TAs. The Project Analyst will engage with executing and implementing agencies, ensuring compliance with ADB policies and guidelines, and will contribute to the preparation and updating of Project Administration Manuals (PAM). The position also involves compiling data and statistics on contract awards and disbursements, analyzing project performance, and preparing project-specific reports. The Project Analyst will play a vital role in ensuring that project progress and performance targets are monitored and met, and will assist in addressing any project administration issues that arise.

Duties and Responsibilities:
The duties and responsibilities of the Project Analyst include:
  • Supporting project processing, administration, and implementation tasks for assigned loans, grants, and TAs, including procurement and consultant recruitment reviews.
  • Providing guidance to executing and implementing agencies on ADB policies, guidelines, and procedures.
  • Contributing to the preparation and updating of Project Administration Manuals (PAM) for assigned projects.
  • Compiling data and statistics on contract awards and disbursements for assigned projects and providing analytical inputs to project team leaders.
  • Preparing and updating project records in ADB systems, ensuring adherence to quality and service level standards.
  • Analyzing project performance and providing inputs to ensure project progress and performance targets are met.
  • Assisting in addressing project administration red flags for timely corrective actions.
  • Contributing to the preparation of project-specific and/or portfolio reports.
  • Supporting project processing missions and participating in project implementation missions as required. 1
  • Contributing to data gathering and preparation of project completion reports and technical assistance completion reports. 1
  • Providing support to junior technical local staff and performing other duties as assigned.

Required Qualifications:
The qualifications required for the Project Analyst position include:
  • A Bachelor's degree in finance, business administration, public administration, or a related discipline.
  • A minimum of 5 years of hands-on experience in project processing of loans and TA projects, portfolio management, project administration, and budget preparation/monitoring.
  • Familiarity with good industry practices and guidelines within the area of expertise.
  • Strong analytical, interpersonal, and cross-cultural skills.
  • A sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
  • Experience in processing and administrating finance sector projects and TAs is an advantage.
  • Experience in private sector operation and risk management is also an advantage.
  • Excellent oral and written communication skills in English.
  • Proficiency with computer-based applications.

Educational Background:
The educational background required for the Project Analyst position includes a Bachelor's degree in finance, business administration, public administration, or related disciplines. Experience:
The level of experience needed for the Project Analyst position is at least 5 years of hands-on experience in project processing of loans and TA projects, portfolio management, project administration, and budget preparation/monitoring. Languages:
The mandatory language requirement for the Project Analyst position is excellent oral and written communication skills in English. This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
