Job Overview:
The Cash & Market Systems Coordinator position is a critical role within the NRC's Area Programme in Jonglei State, South Sudan. This position is responsible for providing strategic, technical, and operational leadership for all cash and voucher assistance (CVA) interventions across core competencies. The coordinator will ensure the delivery of high-quality, accountable, and harmonized multi-purpose cash assistance (MPCA) and sectoral cash interventions. The role also involves strengthening systems and coordination with both internal and external partners, ensuring that all CVA implementations align with NRC strategies, donor regulations, and humanitarian standards. The coordinator will act as the focal point for technical guidance in cash and market systems within the area office, contributing to assessments, market analysis, and feasibility studies to inform program adaptations and ensure effective implementation of cash-based approaches.

Duties and Responsibilities:
The Cash & Market Systems Coordinator will have a wide range of responsibilities, including but not limited to: supporting the design, budgeting, implementation, and quality assurance of all CVA interventions; ensuring compliance with internal financial, logistical, and procurement procedures; facilitating the rollout of CVA tools, standard operating procedures (SOPs), guidelines, and monitoring systems; building the capacity of program staff and CVA focal points; coordinating with the Cash Working Group (CWG) and relevant clusters; ensuring accountability to affected populations; producing quality reports and documentation of lessons learned; leading the design and implementation of MPCA, including transfer value setting and targeting criteria; facilitating market analysis and modality selection; managing cash transfer mechanisms; conducting risk analysis; developing monitoring, evaluation, accountability, and learning (MEAL) frameworks; representing NRC in various meetings; and delivering training on CVA fundamentals and market assessments.

Required Qualifications:
Candidates for the Cash & Market Systems Coordinator position must possess a Bachelor's degree in economics, Development Studies, Social Sciences, Business Administration, or a related field. Strong technical expertise in cash and voucher assistance, multi-purpose cash assistance, and market-based programming is essential. A minimum of 4-5 years of experience in CVA programming in humanitarian or development contexts is required, along with demonstrated experience in MPCA design and implementation. Candidates should have experience working in fragile or conflict-affected settings, preferably in South Sudan, and a proven track record of leading assessments, capacity building, and coordination. Excellent analytical skills, strong coordination and communication abilities, and competence in project cycle management and donor compliance are also necessary.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as economics, Development Studies, Social Sciences, or Business Administration. Professional training in Cash and Voucher Assistance, Market Systems, or related areas is considered an asset. The candidate should have a strong understanding of the principles and practices related to cash-based programming and market systems.

Experience:
The position requires a minimum of 4-5 years of relevant experience in cash and voucher assistance programming within humanitarian or development contexts. Candidates should have experience in designing and implementing multi-purpose cash assistance programs and working in fragile or conflict-affected settings. Proven experience in leading assessments, capacity building, and coordination with various stakeholders is essential.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Additionally, fluency in a local language, both written and verbal, is highly desirable as it facilitates engagement with local stakeholders and communities. Candidates should be able to communicate effectively with various actors in the local area, including government authorities, financial service providers, and community-based organizations.

Additional Notes:
The Cash & Market Systems Coordinator position is a full-time role with a contract duration of 12 months, with the possibility of extension based on performance and funding availability. The position requires frequent field travel, including to remote and high-risk locations.
