Job Overview:
The Senior Operations Assistant position is situated within the Public Sector Management and Governance Sector Office of the Sectors Department 3 (SD3) at ADB. This role is crucial for providing operational support to various activities related to project administration and processing, particularly concerning loans and technical assistance (TA). The Senior Operations Assistant will be responsible for ensuring that all necessary documentation for loans and TAs is prepared accurately and in accordance with ADB's established templates and guidelines. The position requires a proactive approach to coordinating and monitoring project milestones, as well as maintaining effective communication with team members and stakeholders. The successful candidate will utilize IT tools and ADB applications to collect and analyze data, produce reports, and support knowledge management initiatives. This role is integral to the smooth functioning of the department and contributes to ADB's overarching mission of promoting sustainable development in the region.

Duties and Responsibilities:
The Senior Operations Assistant will undertake a variety of duties, including but not limited to:
  • Supporting the preparation of loan/grant and technical assistance documents, ensuring compliance with ADB's templates and procedures.
  • Coordinating and monitoring the processing of TAs and loan/grant projects, including tracking milestones and reporting any delays to supervisors.
  • Assisting in the selection of consultants, processing claims, and preparing completion reports under the guidance of international staff.
  • Regularly checking the eOps/SovOps and Integrated Disbursement System for updates on ongoing projects.
  • Collecting, compiling, and analyzing data to produce routine and ad hoc reports as required.
  • Providing support for mission preparation and ensuring accurate database updates.
  • Assisting in knowledge management activities and event organization.
  • Offering backup support to other project/operations assistants as needed.
  • Providing guidance on work procedures and formats to junior operations assistants. 1
  • Performing any other duties assigned by the supervisor.

Required Qualifications:
Candidates must possess a Bachelor's degree and have at least 5 years of relevant professional experience. Proficiency in typing and the use of various computer applications, including word processing, spreadsheets, and graphic design software, is essential. Strong coordination and interpersonal skills are required, along with the ability to work effectively with individuals from diverse cultural backgrounds. A thorough understanding of the division's role and functions, as well as ADB's purpose, is necessary. Candidates should have a good working knowledge of relevant procedures and standards, and the ability to exercise judgment on confidential matters. Excellent oral and written communication skills in English are mandatory, and familiarity with ADB's Competency Framework for TL2 is recommended.

Educational Background:
A Bachelor's degree is required for this position.
