Job Overview: The Haiti Project Director for the STRIDES Activity is responsible for leading and directing the implementation of a project aimed at enhancing global health priorities in Haiti. This role involves strengthening laboratory and surveillance systems to effectively prevent, detect, and respond to emerging infectious diseases and public health threats. The Project Director will manage all aspects of the project, including personnel, budget, and technical operations, while serving as the primary liaison with local government and global health security partners. The position requires the development and execution of annual work plans, monitoring and evaluation activities, and ensuring compliance with organizational policies and donor requirements. The Project Director will also oversee subcontractors and ensure the delivery of high-quality outputs and reports, fostering a safe and equitable work environment for all staff.
Duties and Responsibilities: The duties and responsibilities of the Haiti Project Director include planning, directing, and coordinating the implementation of the STRIDES Activity to meet established goals and objectives within set timeframes and budget constraints. The Project Director will establish work plans and standard operating procedures (SOPs), manage technical and operational staff, and maintain relationships with national and local government entities as well as multisectoral partners. Responsibilities also include serving as the primary point of contact for in-country partners, leading the in-country team, and ensuring the timely delivery of project deliverables. The Project Director will provide guidance and training to staff, support performance management, and ensure that all personnel are familiar with organizational values and quality standards. Additionally, the role involves problem-solving and addressing any issues that arise during project implementation, while exercising sound judgment to align project objectives with donor goals.
Required Qualifications: Candidates must possess comprehensive knowledge of project management theories, concepts, and practices, with a strong preference for familiarity with international Global Health Security frameworks. Excellent project management skills are essential, including the ability to develop annual work plans and oversee monitoring and evaluation plans. Strong communication skills are required, along with the ability to influence and negotiate effectively with various stakeholders. Experience in managing staff within a matrixed organization and a background in international non-governmental organizations (INGOs) are highly desirable. Critical thinking and problem-solving skills are necessary to manage resources effectively and achieve project goals.
Educational Background: A Bachelor’s degree or its international equivalent in public health or a related health field is required, with a Master’s degree or its equivalent preferred. Project management certification is also preferred, indicating a formal understanding of project management principles and practices relevant to the role.
Experience: The position requires at least 10 years of relevant experience in project management, including a minimum of 5 years in a managerial role overseeing staff. Candidates should have demonstrated knowledge and experience in managing human or animal health projects, particularly those related to infectious diseases. Experience with Global Health Security projects and working across multiple sectors (One Health) is advantageous. Additionally, candidates should have a proven track record of developing and mentoring staff and building the capacity of local teams and partners.
Languages: Proficiency in English (reading, writing, speaking) is mandatory, while fluency in French is also required. Knowledge of additional languages may be considered an asset but is not mandatory for this position.
Additional Notes: This position may require travel of approximately 10% to 25%. The job is based in Haiti and involves working in potentially insecure environments.
