Job Overview: The SDG Analysis Consultant will play a crucial role in supporting the implementation of the project 'Voluntary Local Reviews on the SDGs developed for the State of Rio de Janeiro and a regional territorial unit.' Reporting to the Head of the Brazil Office, the consultant will collaborate with various teams within UN-Habitat Brazil and engage with municipal and state government officials, media, and civil society organizations. The consultant's primary responsibilities will include writing reports, analyzing data, organizing workshops, and maintaining communication with local partners. The position requires a strong understanding of urban services and their vulnerabilities to extreme weather events, as well as the ability to produce comprehensive reports that align with the SDGs and the 2030 Agenda.
Duties and Responsibilities: The SDG Analysis Consultant will be responsible for a variety of tasks, including: 1) Writing a report on the regional territorial unit and the State of Rio de Janeiro; 2) Analyzing and systematizing data according to the characteristics of the region; 3) Visiting selected areas to validate information and discuss priority projects; 4) Organizing participatory technical workshops; 5) Providing integrated perspectives on urban services and their vulnerabilities; 6) Supporting internal and partner reports at various project stages; 7) Maintaining organized and accessible information files; 8) Communicating closely with local partners; 9) Ensuring all activities adhere to UN principles of integrity; 10) Participating in weekly virtual meetings and completing required training courses.
Required Qualifications: Candidates must possess a Bachelor’s degree in relevant fields such as Public Administration, Economics, International Relations, Architecture and Urbanism, Geography, Urban Planning, Social Science, or Political Science. A postgraduate degree in these areas is preferred, or candidates may substitute it with three additional years of relevant experience. Furthermore, candidates should have a minimum of six years of professional experience in Urban and Regional Planning, particularly in collaboration with public administration at various levels. Experience with Brazil’s National Urban and Environmental Policies, Voluntary Local Reviews, public policy analysis, and the Sustainable Development Goals is essential. Skills in report writing, data analysis, and familiarity with UN processes are also required.
Educational Background: A Bachelor’s degree in Public Administration, Economics, International Relations, Architecture and Urbanism, Geography, Urban Planning, Social Science, Political Science, or related fields is mandatory. A postgraduate degree in these areas is highly desirable, or candidates may have three additional years of relevant experience in lieu of a postgraduate degree. This educational background is crucial for understanding the complexities of urban planning and policy implementation.
Experience: The position requires at least six years of professional experience in Urban and Regional Planning, with a strong emphasis on collaboration with public administration at federal, state, and municipal levels. Candidates should have experience in engaging with Brazil’s National Urban and Environmental Policies and familiarity with Voluntary Local Reviews. Additionally, experience in public policy analysis, the Sustainable Development Goals, and participatory activities involving various stakeholders is necessary. Previous experience within the UN System is considered an asset.
Languages: Fluency in Portuguese is required for this position, as it is essential for effective communication with local partners and stakeholders. Working knowledge of English and Spanish is desirable, given that English and French are the working languages of the United Nations Secretariat, and Spanish is used in the Regional Office.
Additional Notes: The consultant will work on a home-based basis for a duration of seven months. The total remuneration for the position is BRL 67,550, distributed across three payments based on the delivery and approval of specific project outputs. The consultant must be available for travel within Brazil as required by the Head of the Brazil Office, and all travel expenses will be covered by UN-Habitat according to United Nations travel guidelines. The appointment is on a local basis, and only Brazilian nationals or candidates with a permanent visa in Brazil may apply. The contract's extension is contingent upon the availability of funds and performance, and all applications must be submitted in English.
