Job Overview:
The Local Mobiliser will play a crucial role in supporting the implementation of UN-Habitat's programs in Brazil, particularly in collaboration with the Municipality of Rio de Janeiro. This position requires the individual to engage with community members, ensuring their participation in decision-making processes and project activities. The Local Mobiliser will be responsible for organizing community meetings, workshops, and assemblies to foster social participation. Effective communication of project information to the community is essential, as is the promotion of active involvement in project implementation. The role also involves reporting on activities and ensuring alignment with the quality expectations of UN-Habitat and its partners. The Local Mobiliser will work closely with the Head of the Brazil Office and will be evaluated based on their performance in these duties.

Duties and Responsibilities:
The Local Mobiliser's responsibilities include: 1) Promoting community engagement and participation; 2) Organizing and facilitating meetings, workshops, and assemblies; 3) Communicating project information clearly to the community; 4) Encouraging active participation in decision-making; 5) Publicizing the program within communities; 6) Attending project meetings as required; 7) Participating in local meetings; 8) Ensuring technical activities meet quality expectations; 9) Performing additional duties as requested by supervisors; 10) Preparing and delivering a Monthly Activity Report in a timely manner. The Local Mobiliser must also complete required training, including the BSAFE security" style="border-bottom: 1px dotted #007bff !important;">security course, and familiarize themselves with UN security mechanisms.

Required Qualifications:
Candidates must possess a secondary school education or an additional two years of relevant technical experience beyond the minimum requirement. A minimum of three years of experience in relevant fields is required, with a preference for experience in data collection, particularly in public projects and vulnerable communities in Rio de Janeiro. Experience in social work and coordinating fieldwork in public sectors is desirable, as is previous experience with the United Nations. Candidates should have good computer skills, particularly in Windows and Office applications, and experience in conducting household, census, or social surveys in vulnerable areas.

Educational Background:
The educational requirement for this position is a secondary school diploma. However, candidates with additional relevant technical experience may also be considered. This educational background is essential to ensure that the Local Mobiliser can effectively engage with the community and manage project activities.

Experience:
The position requires a minimum of three years of relevant work experience. This experience should ideally include data collection in public projects and working with vulnerable communities, particularly in Rio de Janeiro. Experience in the social sector and coordinating fieldwork is also desirable, as is any previous work experience with the United Nations, which would be an asset.

Languages:
Fluency in Portuguese is mandatory for this position, as it is essential for effective communication with the local community. Additionally, knowledge of English and French is beneficial, as these are the working languages of the United Nations Secretariat. Spanish is also relevant, given that it is the working language of the Regional Office.

Additional Notes:
The position is based in Rio de Janeiro, Brazil, and is expected to last for two months. The consultant will receive a monthly allowance upon approval of their activity reports. Travel may be required for project-related activities, and such travel will be coordinated and financed by UN-Habitat according to United Nations travel rules. The appointment is on a local basis, and only Brazilian nationals or candidates with a permanent visa in Brazil may apply. The contract's extension is contingent upon the availability of funds and performance, and it is important for applicants to submit complete applications in English.
