Job Overview: The Local Mobiliser will report to the Head of the Brazil Office and is expected to work closely with UN-Habitat’s operational and technical teams. The primary function of this role is to support the implementation of the Periferia Viva – Santo André/Nova Centreville project, which aims to enhance living conditions in areas with significant social challenges. The Local Mobiliser will engage with the community to promote participation in decision-making processes and ensure that project activities are communicated effectively. This position requires a proactive approach to community engagement, fostering a sense of belonging among residents, and ensuring that the technical activities align with the quality expectations of UN-Habitat. The consultant will also be responsible for delivering monthly activity reports and completing required training courses, including a security" style="border-bottom: 1px dotted #007bff !important;">security course from UNDSS.
Duties and Responsibilities: The Local Mobiliser will have a comprehensive set of responsibilities, including: 1) Promoting community participation and engagement; 2) Organizing and facilitating meetings, workshops, and assemblies for social participation; 3) Communicating project information clearly and efficiently to the community; 4) Encouraging active participation in decision-making and project implementation; 5) Publicizing the program within the communities; 6) Attending project meetings as required; 7) Participating in local meetings upon request; 8) Ensuring technical activities meet the quality expectations of UN-Habitat and its partners; 9) Performing additional duties as requested by the supervisor; 10) Preparing and delivering a Monthly Activity Report in a timely manner. The Local Mobiliser is also responsible for their own security and must familiarize themselves with UN security mechanisms.
Required Qualifications: Candidates must possess a High School diploma or an equivalent qualification, along with two additional years of relevant technical experience beyond the educational requirement. A minimum of four years of experience in social mobilization activities, social work in slums and urban communities, or community organization in Brazil is required. Previous experience with the United Nations is desirable. Candidates should demonstrate good computer skills, particularly in Windows and Office applications, and possess strong competencies in professionalism, planning and organization, communication, teamwork, and knowledge management.
Educational Background: The educational requirement for this position is a High School diploma. However, candidates with additional relevant technical experience may be considered in lieu of formal education. The emphasis is on practical experience in social mobilization and community engagement, particularly in urban settings.
Experience: A minimum of four years of relevant work experience is required, specifically in social mobilization activities or social work within urban communities in Brazil. Experience working with the United Nations or similar organizations is considered an asset. Candidates should demonstrate a strong understanding of community dynamics and the ability to engage effectively with diverse populations.
Languages: Fluency in Portuguese is mandatory for this position, as it is essential for effective communication with the local community. Proficiency in English and Spanish is also beneficial, as English and French are the working languages of the United Nations Secretariat, while Spanish is used in the Regional Office.
Additional Notes: The position is based in Brazil and is open only to nationals or external candidates with a permanent visa. The contract is expected to last for six months, with the possibility of renewal based on performance and availability of funds. The remuneration for this position is based on the SB-2/4 UNDP Brazil Salary Scale.
