Job Overview:
The UN System Coordination and Policy Consultant will work under the direct supervision of the Country Representative and will be responsible for contributing to UN system coordination, strategic research, data analysis, and advocacy support for UN Women China. This role involves managing the day-to-day secretariat functions of the UN Gender Theme Group (UNGTG), overseeing the implementation, monitoring, and reporting of its workplan, and supporting joint initiatives such as campaigns and the UNSDCF for China (2026–2030). The consultant will also serve as the Youth Focal Point for UN Women China, engaging with the UN in China Youth Thematic Group (UNTGY) and coordinating youth-related initiatives. The position requires drafting speeches, talking points, and advocacy materials for senior management, conducting desk research, and delivering analytical outputs to inform program strategies.

Duties and Responsibilities:
  • Conduct research and analysis on key policy and programmatic priority areas, drafting advocacy materials including speeches, talking points, and concept notes.
  • Support UN Women’s coordination with the UN system in China, liaising with UN agencies and participating in intergovernmental processes.
  • Manage the UNGTG secretariat functions, ensuring timely implementation and reporting of workplan activities.
  • Represent UN Women in inter-agency groups and contribute to joint workplan implementation.
  • Lead the UNCT-SWAP Gender Scorecard Annual Progress Assessment and organize training for gender focal points.
  • Develop and monitor reports on UN system coordination activities and budget implementation.
  • Provide technical inputs for the UNSDCF for China and support its gender-mainstreamed implementation.
  • Serve as the Youth Focal Point, participating in youth-related initiatives and advocacy efforts.

Required Qualifications:
  • Bachelor’s degree or equivalent in social science, international relations, development studies, or a related field is required.
  • Minimum of 1 year of demonstrated understanding of gender and development issues.
  • At least 1 year of experience in research and analysis, including drafting documents.
  • Working knowledge of the UN system, particularly UN Women’s mandate, is highly regarded.
  • Experience in inter-agency coordination within the UN system is an asset.

Educational Background:
A Bachelor’s degree or equivalent in social science, international relations, development studies, or a related field is required for this position. This educational background is essential to understand the complexities of gender issues and the operational frameworks of international organizations.

Experience:
The position requires a minimum of 1 year of relevant experience, demonstrating an understanding of gender and development issues. Candidates should have experience in research and analysis, particularly in drafting documents and reports. Familiarity with the UN system and inter-agency coordination is highly regarded, as it will enhance the consultant's ability to navigate the complexities of UN operations and contribute effectively to gender equality initiatives.

Languages:
Fluency in English and Chinese is required for this position. Proficiency in both languages is essential for effective communication and collaboration within the UN system and with various stakeholders in China.

This is an office-based consultancy position, and the consultant is expected to travel as part of the assignment, in accordance with UN Women’s travel policy.
