Job Overview:
The position is for a national consultant tasked with conducting the final evaluation of the project titled "Capacity-building for Togo's peacekeeping operations training center in IED". This project aims to enhance the capabilities of Togo's peacekeeping forces through targeted training and development initiatives. The consultant will be responsible for assessing the effectiveness and impact of the project, analyzing the outcomes against the initial objectives, and providing recommendations for future initiatives. The evaluation will involve collecting and analyzing data, engaging with stakeholders, and preparing a comprehensive report that outlines findings and suggestions for improvement. The consultant is expected to work closely with UNDP and other relevant parties to ensure that the evaluation is thorough and meets the required standards.

Duties and Responsibilities:
The consultant will have several key responsibilities, including but not limited to:
  • Designing the evaluation framework and methodology to assess the project's effectiveness.
  • Collecting qualitative and quantitative data through surveys, interviews, and focus groups with stakeholders involved in the project.
  • Analyzing the data to determine the project's impact on Togo's peacekeeping capabilities.
  • Engaging with project beneficiaries, government officials, and UNDP representatives to gather insights and feedback.
  • Preparing a detailed evaluation report that includes findings, conclusions, and actionable recommendations.
  • Presenting the evaluation results to UNDP and other stakeholders in a clear and concise manner.
  • Ensuring that all evaluation activities are conducted in accordance with ethical standards and UNDP guidelines.

Required Qualifications:
Candidates must possess a strong background in evaluation methodologies and practices, particularly in the context of development projects. They should have proven experience in conducting evaluations for international organizations or NGOs. Familiarity with peacekeeping operations and training programs is highly desirable. Additionally, candidates should demonstrate strong analytical skills, the ability to work independently, and excellent communication skills, both written and verbal. Proficiency in using statistical analysis software and evaluation tools is also required.

Educational Background:
A master's degree in social sciences, international relations, development studies, or a related field is required. Candidates with a PhD or equivalent experience in evaluation or a relevant discipline will be given preference. Relevant certifications in project evaluation or monitoring and evaluation (M&E) are also advantageous.

Experience:
The ideal candidate should have at least 5 years of professional experience in project evaluation, particularly in the context of international development or peacekeeping. Experience working with UN agencies or similar organizations is a plus. The consultant should have a track record of successfully completing evaluations and producing high-quality reports that inform decision-making processes.

Languages:
Fluency in French is mandatory, as the evaluation will be conducted in a French-speaking context. Proficiency in English is also desirable, as it may be necessary for reporting and communication with international stakeholders. Knowledge of local languages spoken in Togo would be an asset.

This position is for a short-term consultancy, with the evaluation expected to take place over a period of two months, specifically in February and March 202
  • The consultant will be contracted on an individual basis and is expected to work full-time during the evaluation period. Compensation will be commensurate with experience and in line with UNDP's consultancy rates. The consultant may be required to travel within Togo to conduct fieldwork as part of the evaluation process.
