Job Overview:
The Cash & Market Systems Coordinator position is a strategic role that provides technical and operational leadership for all Cash and Voucher Assistance (CVA) interventions across Core Competencies (CCs) in the Area Programme in Jonglei State. The coordinator is responsible for ensuring high-quality, accountable, and harmonized delivery of Multi-Purpose Cash Assistance (MPCA) and sectoral cash interventions. This role involves strengthening systems and coordination with both internal and external partners, ensuring that CVA implementation aligns with NRC strategies, donor regulations, and humanitarian standards. The coordinator will also serve as the focal point for C&MS technical guidance in the Area office, contributing to assessments, market analysis, and feasibility studies, and facilitating the rollout of CVA tools and monitoring systems.

Duties and Responsibilities:
The Cash & Market Systems Coordinator will have a comprehensive set of responsibilities, including: supporting the design, budgeting, implementation, and quality assurance of all CVA interventions; ensuring compliance with internal financial, logistical, and procurement procedures; contributing to assessments and market analysis; facilitating the rollout of CVA tools and guidelines; building the capacity of program staff and CVA focal points; coordinating with the Cash Working Group and relevant clusters; ensuring accountability to affected populations; producing quality reports and documentation of lessons learned; leading the design and implementation of MPCA, including transfer value setting and delivery mechanisms; conducting market analysis and risk assessments; engaging with financial service providers; promoting coordinated cash transfer responses; identifying and mitigating risks; delivering training on CVA fundamentals; mentoring staff; and maintaining robust beneficiary verification and data protection systems.

Required Qualifications:
Candidates must possess a Bachelor’s degree in economics, Development Studies, Social Sciences, Business Administration, or a related field. Strong technical expertise in CVA, MPCA, and market-based programming is essential, with professional training in Cash and Voucher Assistance or related areas considered an asset. A minimum of 4-5 years of experience in CVA programming in humanitarian or development contexts is required, along with demonstrated experience in MPCA design and implementation. Experience working in fragile or conflict-affected settings, particularly in South Sudan, is preferred. Candidates should have a proven track record of leading assessments, capacity building, and coordination, as well as excellent analytical skills and strong coordination and communication abilities.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as economics, Development Studies, Social Sciences, or Business Administration. Additional professional training in Cash and Voucher Assistance, Market Systems, or related areas is highly desirable and will enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of 4-5 years of relevant experience in Cash and Voucher Assistance programming within humanitarian or development contexts. Candidates should have experience in designing and implementing MPCA, as well as working in fragile or conflict-affected settings, with a preference for those who have experience in South Sudan. Proven experience in leading assessments, capacity building, and coordination with various stakeholders is essential.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Additionally, fluency in a local language, both written and verbal, is highly desirable, as it will facilitate engagement with local stakeholders and communities. Candidates should be able to communicate effectively with various actors in the local area, using local languages where appropriate.

Additional Notes:
The position is a full-time role with a contract duration of 12 months, with the possibility of extension based on performance and funding availability. The role involves frequent field travel, including to remote and high-risk locations.
