Job Overview: The Agency Medical Adviser plays a crucial role within the Directorate of People, specifically in the Medical Service, which is part of the CARE Service. This position is responsible for planning, coordinating, and delivering comprehensive medical services across the Agency. The Adviser will oversee various aspects of occupational, aviation, social insurance, and preventive medicine, ensuring compliance with EUROCONTROL, European, and international regulations and standards such as ICAO and EASA. The role emphasizes the importance of staff well-being and involves close collaboration with the Head of CARE, HR Business Partners, and other internal partners. The Adviser will provide strategic medical advice, harmonize policies, manage health projects, and promote continuous service improvement to enhance the overall health and safety environment within the Agency.
Duties and Responsibilities: The duties and responsibilities of the Agency Medical Adviser include leading and overseeing the operations of the medical team, which consists of 1.5 staff members and 3 external Medical Advisers. The Adviser will manage the medical service budget and facilities, ensuring alignment with strategic and operational objectives. They will develop and propose Agency-wide medical policies in coordination with the Head of CARE and oversee their implementation across all sites, ensuring standardization of medical practices. The Adviser will draft the Agency-wide annual report on medical services, conduct aviation medical assessments for operational staff, and contribute to the Agency’s absence management processes. Additionally, the Adviser will provide medical advice on medico-statutory entitlements, conduct pre-recruitment medical fitness assessments, and advise on workplace health promotion and ergonomics. Establishing and maintaining relationships with internal and external partners is also a key responsibility, along with representing the Agency at relevant events and meetings.
Required Qualifications: Candidates must possess university studies in Medicine, evidenced by a medical degree recognized in a EUROCONTROL Member State. A diploma in Occupational Medicine is considered an asset, and if not already obtained, the selected candidate will be required to enroll in and complete the program upon recruitment. Completion of an advanced course in Aviation Medicine according to EASA standards is also an asset, with a requirement to undertake this course if not completed prior to recruitment. Registration with or certification by the competent statutory professional body for medical doctors in a EUROCONTROL Member State is mandatory. Candidates should have a minimum of 10 years of relevant professional experience in medical disciplines such as general practice or internal medicine, with experience in aviation medicine, occupational medicine, or insurance medicine being advantageous. Experience in managing and coordinating professionals, as well as engaging with stakeholders across various functions, is essential.
Educational Background: The educational background required for this position includes a medical degree that meets the European Qualifications Framework (EQF) Level 7 standards. Candidates should also have a diploma in Occupational Medicine, which is considered an asset. Additionally, completion of an advanced course in Aviation Medicine according to EASA standards is beneficial, and candidates will be required to undertake this course if not already completed. Registration with the relevant medical authority in a EUROCONTROL Member State is also necessary to practice medicine legally.
Experience: The position requires a minimum of 10 years of relevant professional experience in medical fields such as general practice, internal medicine, or other relevant disciplines. Candidates with experience in aviation medicine, occupational medicine, or insurance medicine will have an advantage. Furthermore, experience in managing, supervising, or coordinating medical professionals, as well as engaging with various stakeholders, is essential for this role.
Languages: Proficiency in English at level C1 (oral and written) is mandatory for this position, along with at least level A1/2 in French, preferably at level B
If the selected candidate does not meet the French language requirement, they will be required to achieve level B1 by the end of the probation period. The working languages of the Agency are English and French, and candidates must demonstrate their language skills according to the Common European Framework of Reference for Languages (CEFR).
Additional Notes: The position is offered for a duration of 5 years, with the possibility of renewal or conversion of the contract under specific conditions. The selected candidate must successfully complete a probationary period of nine months before being established in the post. Internal candidates will also have to serve a confirmation period of nine months, which may be shortened under certain circumstances. The appointment may be renewed multiple times, but the total duration, including all renewals, cannot exceed nine years. The selected candidate will be appointed at the grade specified in the vacancy notice, and candidates not selected will be placed on a reserve list for similar roles valid for one year from the closing date of applications.
